Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver physical security guarding services to the Department of Community Safety for a period of thirty-six (36) months. The goal is to ensure the safety and security of departmental assets, personnel, and property through professional security services, including access control, patrols, guarding, and related security functions.

Scope

The scope encompasses the provision of comprehensive physical security guarding services at specified departmental premises, notably the Chris Hani District office in Komani, over a three-year period. It includes staffing security officers and supervisors, providing necessary equipment, maintaining communication systems, conducting patrols, managing access control, and ensuring compliance with relevant standards and legislation. The services also involve administrative functions such as record-keeping, reporting, and coordination with law enforcement agencies.

Technical Requirements

• Provision of trained security personnel with valid PSIRA registration:
  • Security officers: Grade C PSIRA, minimum Standard 8/Grade 10 educational qualification.
  • Supervisors: Grade B PSIRA, minimum Grade 12/Standard 10 qualification.
  • Operational managers: Grade B PSIRA, minimum Grade 12/Standard 10 qualification, with management experience.
• Staff must carry PSIRA cards and company identification at all times.
• Provision of communication equipment such as two-way radios (minimum two per shift per site).
• Availability of necessary security equipment: batons, handheld metal detectors, handcuffs, torches, gun safes, registers, and manuals.
• Implementation of compliance with PSIRA standards and the Basic Conditions of Employment Act.
• Maintenance of registers including occurrence books, visitor logs, vehicle logs, keys, and incident reports.
• Provision of a 24-hour operational control room with proper communication links to security personnel and law enforcement.
• Regular training and refresher courses for security staff.
• Adherence to health and safety regulations and occupational health standards.
• Provision of uniforms and equipment for all security personnel.
• Implementation of procedures for incident reporting, shift handovers, and site inspections.

Skills Requirements

• Security personnel must be properly trained, accredited, and physically fit.
• Staff must possess effective communication skills, including proficiency in English and the dominant local language, with basic sign language understanding.
• Supervisors and managers must demonstrate leadership, control, and monitoring capabilities, with experience in security management.
• Personnel must be able to operate communication devices, conduct patrols, and handle emergency situations competently.
• Staff must maintain a professional appearance and conduct, demonstrating discipline, integrity, and confidentiality.
• Personnel should have good interpersonal skills to interact courteously with the public and department staff.
