Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive physical security services at Kusile Power Station, including TRT (Tactical Response Team) and drone operations, for a period of 24 months. The services aim to ensure the safety, security, and protection of Eskom assets, personnel, and infrastructure within the designated sites and accommodation facilities.

Scope

The scope encompasses:

• Provision of armed and unarmed static guards, foot patrols, and mobile response services at Kusile Power Station, Kendal accommodation, Wilge offices, and flats.
• Management of access control, visitor screening, and permit verification.
• Response to security alarms, emergencies, and high-risk activities, including guarding transformers and critical assets.
• Deployment of drone surveillance and TRT operations, including night vision capabilities and GPS tracking.
• Provision of security equipment, vehicles, communication devices, PPE, and necessary infrastructure.
• Implementation of security procedures, incident reporting, and compliance with Eskom standards and legislation.
• Adherence to health, safety, environmental, and quality management requirements.

Technical Requirements

The technical specifications include:

• Deployment of trained security officers with PSIRA registration, firearm competency (Regulation 21 of FCA), and polygraph testing if required.
• Provision of firearms (9mm pistols, shotguns), bulletproof vests, PPE, and communication equipment.
• Use of patrol vehicles (4x2 double cabs, Quantum), real-time guard monitoring systems, and access control devices such as breathalyzers.
• Drone operations must comply with SACAA regulations, including third-party liability insurance (minimum R2 million), restricted airspace compliance, and real-time video transmission.
• Implementation of security procedures for incident management, reporting, and escalation.
• Provision of first aid facilities, environmental controls, and adherence to asbestos and hazardous material regulations where applicable.

Skills Requirements

The tenderer must demonstrate:

• Qualified security personnel with PSIRA certification, firearm training, and experience in high-risk security operations.
• Competence in drone piloting, including adherence to aviation safety standards and operational SOPs.
• Capability to operate and maintain security equipment, vehicles, and communication systems.
• Proficiency in incident reporting, emergency response, and security management.
• Knowledge of relevant legislation such as the Private Security Industry Regulation Act, Firearm Control Act, National Key Point Act, and Occupational Health and Safety Act.
• Experience in managing security at nuclear and critical infrastructure sites, with a focus on confidentiality, health, safety, and environmental compliance.
