Objectives

The primary objective of this tender is to procure physical security services for various facilities of the Department of Social Development over a period of thirty-six (36) months. The aim is to ensure the safety and security of departmental assets, personnel, and premises through effective security measures, including access control, patrols, incident management, and protection services.

Scope

The scope encompasses the provision of comprehensive physical security services across multiple departmental facilities, including welfare complexes, community care centers, clinics, offices, and other designated sites within different districts. Services include guarding against unauthorized access, patrolling, incident reporting, access control (both pedestrian and vehicular), emergency response, and protection of assets and personnel. The scope also involves maintaining security equipment, registers, contingency planning, and compliance with relevant legislation and standards.

Technical Requirements

• Provision of trained security officers with valid PSIRA registration and appropriate grading.
• Implementation of patrols, access control, incident reporting, and emergency procedures.
• Use of technological systems such as clocking devices, electronic scanners, and monitoring systems for patrol and access control.
• Availability of fully operational control rooms with qualified operators.
• Provision of security equipment including firearms (with valid licenses), communication devices, baton, handcuffs, torches, metal detectors, and uniforms.
• Maintenance of various registers (visitor, incident, firearm, vehicle, key control, etc.) and occurrence books.
• Provision of contingency plans for strikes, fire, theft, riots, power failures, and other emergencies.
• Compliance with PSIRA standards, Firearms Control Act, and other relevant legislation.
• Insurance coverage of at least R5,000,000 for public liability.
• Regular reporting, record-keeping, and site inspections to ensure service quality and compliance.

Skills Requirements

• Security officers must have completed PSIRA grading courses and hold valid registration cards.
• Officers must possess a valid firearm competency certificate if firearms are used.
• Officers should demonstrate knowledge of the Firearm Control Act, security procedures, emergency response, and crowd management.
• Security personnel must undergo regular training, including emergency evacuation, incident management, and CBRNE (chemical, biological, radiological, nuclear, and explosive) awareness.
• Service providers must have experienced management and supervisory staff with proven track records in security services.
• Financial capacity to sustain service delivery, evidenced by bank statements or credit facilities, is required.
• Compliance with PSIRA sectoral determination and legislation, including fair wages and working conditions, is mandatory.
• Personnel must demonstrate professionalism, punctuality, proper appearance, and effective communication skills.
