Objectives

The primary objective of this tender is to procure comprehensive physical security services for the State Diamond Trader (SDT) over a period of 36 months. The services aim to ensure the safety and protection of SDT employees, assets, and premises, including providing security personnel, surveillance, and related support to maintain a secure environment.

Scope

The scope of the tender includes:

• Provision of security officers (e.g., Grade C security officers) for SDT offices located at OR Tambo International Airport Special Economic Zone (ORTIA SEZ).
• Supervision and management of security personnel, including site supervision and patrols.
• Security screening and vetting of officers, ensuring compliance with PSIRA requirements and POPIA regulations.
• Provision of firearms (handguns) licenses, firearms servicing, and security training for personnel.
• Operational coverage during office hours, holidays, and shutdown periods such as festive seasons and Easter.
• Reporting and incident management, including breach reports and monthly security reports.
• Ensuring professionalism, presentation, and confidentiality of security staff and records.

Technical Requirements

The technical requirements for the tender include:

• Registration and licensing with PSIRA, including valid firearms licenses and security training certificates.
• Experience of at least 10 years in providing security services, especially for high-value goods and office reception management.
• Provision of an equipped office in Gauteng, compliant with PSIRA standards, with 24/7 accessibility.
• Qualified site supervisor with a Grade B security qualification and minimum 5 years’ experience in high-value security.
• Current security contracts in Gauteng with references demonstrating ongoing service delivery.
• Implementation of security screening procedures for officers and management of security records.
• Adherence to Occupational Health and Safety regulations and environmental safety protocols.
• Provision of firearms (minimum of two licensed handguns), with proof of regular servicing and training.

Skills Requirements

The skills and competencies required from the service provider include:

• Extensive experience in security operations, particularly in high-value environments and office reception security.
• Qualified security personnel with valid PSIRA registration, firearms licenses, and relevant security training certificates.
• Strong supervisory skills, with personnel capable of managing security teams and ensuring compliance with operational standards.
• Ability to conduct security screening, record keeping, and incident reporting accurately and confidentially.
• Professional presentation, excellent communication skills, and the ability to interact courteously with SDT staff and visitors.
• Knowledge of Occupational Health and Safety standards and environmental safety practices.
• Capability to operate security equipment, write reports, and respond effectively to security breaches or emergencies.
