Objectives

The primary objective of this tender is to procure the provision of polymeric chemicals for water treatment over a three-year period. The supplier must demonstrate the ability to supply high-quality, performance-tested chemicals that meet regulatory standards, support operational needs, and ensure continuous, reliable water treatment at various Amatola Water treatment plants. The aim is to establish a cost-effective, innovative, and sustainable supply chain that maintains water quality within specified turbidity limits and supports operational efficiency.

Scope

The scope of work includes:

• Supply and delivery of polymeric chemicals on a consignment stock basis to multiple water treatment plants (e.g., Nahoon, Laing, Peddie, Glenmore, Sandile, Debe, Binfield, Masincedane).
• Performance testing and monitoring of chemicals, including jar tests and turbidity measurements, to ensure compliance with quality standards (final water turbidity ≤ 1 NTU).
• Provision of chemical samples, safety data sheets, and certification for potable water use.
• Adherence to health, safety, and environmental regulations, including hazardous chemical storage and transportation compliance.
• Reporting on chemical performance and operational data monthly.
• Provision of additional chemicals on an ad hoc basis as operational needs arise.
• Installation of performance monitoring equipment within three months of contract commencement.

Technical Requirements

The technical requirements specify that:

• Chemicals must be certified for potable water use by accredited bodies (e.g., NSF, Department of Health).
• Suppliers must be certified manufacturers or approved distribution agents with proof of registration and compliance.
• Storage facilities must comply with hazardous goods regulations, including municipal approval.
• Chemicals should be supplied in leak-proof, undamaged containers suitable for safe transportation and storage.
• Performance testing must be conducted using standardized jar tests, with results within 12% of the average raw water turbidity.
• Dosage rates must not exceed NSF limits and should maintain final water turbidity below 1 NTU.
• Suppliers must provide comprehensive safety, health, and emergency response plans.
• Performance of chemicals will be monitored continuously, with adjustments made based on raw water turbidity and operational data.

Skills and Experience Requirements

Eligible bidders must demonstrate:

• Experience in successfully supplying polymeric chemicals for water treatment, with at least three (3) relevant contracts completed within the last ten (10) years.
• Capability to supply chemicals to multiple treatment plants and handle ad hoc requests.
• Certification as a manufacturer or authorized distributor, with proof of registration and compliance with hazardous goods regulations.
• Qualified personnel, including key staff with:
• Minimum qualification of a National Diploma in Analytical Chemistry or relevant water treatment qualification.
• Class V Process Controller certification or equivalent for staff conducting jar tests and performance assessments.
• Financial stability evidenced by recent audited financial statements and a minimum bank rating code of C.
• Ability to develop and implement health, safety, and emergency response plans.
• Capacity to provide additional chemicals and support operational flexibility.
