Objectives

The primary objective of this tender is to appoint a pre-approved list of qualified service providers to deliver printing services for the National School of Government (NSG) over a period of three (3) years. The contract aims to facilitate bulk printing of learning materials, including potential editing and publishing services, to support NSG’s mandate of developing a professional and capable public sector.

Scope

The scope encompasses:

• Bulk printing of learning materials according to specified printing and binding specifications (stapled, perfect bind, glue bind, lever arch files, booklets).
• Production of master copies for final sign-off by NSG officials.
• Design and preparation of resource USBs, including full-color clichés, in-shell casing, and e-learning links.
• Delivery of printed materials and USBs to NSG premises as specified at order placement.
• Provision of additional services such as braille printing, editing, and publishing as required.
• Use of a software system to track stock movement and assign unique identifiers to all printed materials.

Technical Requirements

The technical requirements include:

• Production of high-quality printed learning materials in specified sizes and binding formats.
• Design and preparation of USB resources, including full-color design and incorporation of e-learning links.
• Supply of USBs in clam shell casings or plastic pockets, with resources burned in appropriate formats.
• Provision of a master copy for each print order for sign-off purposes.
• Adherence to specified printing specifications, with additional specifications provided per order.
• Modern equipment, facilities, and infrastructure capable of meeting industry standards.
• Ability to produce and deliver the required quantities within agreed timelines.
• Compliance with the software system for stock management and unique identifier assignment.

Skills and Experience Requirements

Bidders must demonstrate:

• Technical expertise in printing learning materials, including various binding and printing techniques.
• Experience in managing large-scale printing projects, supported by references and past project documentation.
• Provision of Annexure D – Details of proposed team, highlighting relevant skills and qualifications.
• Infrastructure that meets industry standards, including modern printing equipment and facilities.
• Capability to produce samples of printed work (stitch booklet, perfect bind booklet, glue bind booklet) for evaluation.
• Experience in handling specialized printing such as braille, if applicable.
• Ability to respond promptly to requests and maintain confidentiality and copyright protections.
