Objectives

The primary objective of this tender is to engage professional civil and structural engineering service providers to design, oversee, and facilitate the construction of a conservancy tank at Ngqamakhwe Service Office. The services aim to ensure the successful delivery of a compliant, durable, and efficient infrastructure project aligned with the specified technical standards and stakeholder requirements.

Scope

The scope of work includes:

• Provision of civil and structural engineering consultancy services for the construction of a conservancy tank.
• Design, site investigations, and producing relevant reports.
• Providing oversight, approvals, and technical decisions during construction.
• Coordination with other professional disciplines involved in the project (architectural, electrical, mechanical, quantity surveying, etc.).
• Ensuring compliance with all relevant legislation, standards, and departmental guidelines.
• Preparation of design documentation, technical specifications, and endorsement of designs.
• Site supervision and quality control throughout the construction period.

Technical Requirements

The technical requirements include:

• Design and documentation compliant with the latest Civil Engineering Manual PW 374 and Manual for Consulting Services for Structural Engineers.
• Registration of the consulting engineers with the Engineering Council of South Africa (ECSA).
• Provision of professional services in accordance with the Department of Public Works’ guidelines and the Engineering Profession Act (Act 46 of 2000).
• Preparation of detailed designs, drawings, and specifications for the construction of the tank.
• Site investigations, geotechnical assessments, and environmental considerations.
• Coordination with local authorities and stakeholders for approvals and compliance.
• Provision of progress reports, site inspections, and technical oversight during construction.
• Adherence to project timelines, quality standards, and safety regulations.

Skills Requirements

The successful tenderer must demonstrate:

• Registration with the Engineering Council of South Africa (ECSA) as a Professional Engineer, Technologist, or Technician.
• Proven experience in civil and structural engineering projects, particularly in water infrastructure or similar constructions.
• Capability to carry out site investigations, produce designs, and oversee construction activities.
• Ability to coordinate multidisciplinary teams and liaise effectively with stakeholders and authorities.
• Knowledge of relevant legislation, standards, and departmental procedures.
• Strong project management skills, including adherence to deadlines and budgets.
• Experience in providing technical reports, design documentation, and site supervision.
• Demonstrated capacity for skills development and contributing to local professional capacity building.
