Objectives

The primary objective of this tender is to engage a qualified professional civil and structural engineering service provider to support the construction of the Xhora Mouth Clinic. The services aim to ensure the successful design, oversight, and management of civil and structural aspects of the project, aligning with the employer’s objectives for quality, safety, compliance, and timely delivery.

Scope

The scope of work includes:

• Provision of comprehensive civil and structural engineering consulting services throughout the project lifecycle (36 months, including a 24-month construction period).
• Design, site investigations, reports, and oversight related to civil and structural engineering works.
• Coordination with other professional disciplines involved in the project (architecture, electrical, mechanical, quantity surveying, etc.).
• Provision of inputs for design development, documentation, procurement, construction administration, and close-out phases.
• On-site supervision, inspections, and approvals at hold points.
• Contributing to skills development and capacity building during project execution.

Technical Requirements

The technical requirements include:

• Registration with the Engineering Council of South Africa (ECSA) as a Professional Engineering Technologist or Technician.
• Provision of civil and structural engineering services in accordance with the latest editions of relevant standards and guidelines, including PW 374 and the Manual for Consulting Structural Engineers.
• Preparation of designs, reports, and specifications compliant with legislation and employer’s standards.
• Experience in on-site investigations, design, and construction oversight for similar projects.
• Provision of professional indemnity insurance within 21 days of appointment.
• Coordination with local authorities and stakeholders, ensuring quality control and adherence to project timelines.
• Participation in project meetings, site inspections, and reporting.

Skills Requirements

The successful tenderer must demonstrate:

• Registered professional engineers, technologists, or technicians with relevant civil and structural expertise.
• Proven experience in delivering civil and structural engineering services for similar construction projects, preferably within the Eastern Cape region.
• Ability to produce reports, designs, and technical documentation of high quality and compliance.
• Competence in site investigations, design development, and construction supervision.
• Strong coordination, communication, and stakeholder engagement skills.
• Capacity to contribute to skills development and capacity building during project execution.
• Adequate resources and personnel to meet the project’s duration and technical demands.
