Objectives

The primary objective of this tender is to appoint a qualified professional civil and structural engineering service provider to support the construction of the Molteno Clinic. The services aim to ensure the project is executed in accordance with relevant standards, legislation, and best practices, delivering a functional and compliant healthcare facility within the specified timeframe and budget.

Scope

The scope of work includes:

• Provision of comprehensive civil and structural engineering consulting services for the construction of Molteno Clinic.
• Design review, approval, and record-keeping for engineering works.
• Coordination with other professional disciplines (Electrical, Mechanical, Architectural, Quantity Surveying, Construction Health & Safety).
• Assistance with project management, site supervision, and quality control.
• Providing services throughout all project stages: inception, design, documentation, procurement, construction administration, and close-out.
• Ensuring compliance with relevant legislation, standards, and local authority requirements.
• Supporting skills development and capacity building during project execution.

Technical Requirements

The technical requirements include:

• Registration of consultants with the Engineering Council of South Africa (ECSA).
• Adherence to the latest Civil Engineering Manual PW 374 and Manual for Consulting Structural Engineers.
• Provision of professional services aligned with the Guideline Scope of Services and Tariff of Fees for registered engineers.
• Preparation and submission of detailed design, drawings, specifications, and reports.
• Coordination with local authorities and stakeholders.
• Implementation of quality control measures and compliance with all relevant legislation and standards.
• Provision of time-based costs, disbursements, and reimbursable expenses as per government rates.
• Participation in project meetings, site inspections, and reporting.

Skills Requirements

The successful tenderer must possess:

• Qualified professionals registered with ECSA, including Engineers, Technologists, or Technicians in civil and structural disciplines.
• Proven experience in designing and managing similar healthcare or civil infrastructure projects.
• Demonstrated ability to coordinate multi-disciplinary teams and stakeholders.
• Strong project management and communication skills.
• Capacity to provide technical oversight, review, and approval of engineering works.
• Experience in site supervision, quality assurance, and compliance monitoring.
• Capacity to contribute to skills development and capacity building during project execution.
• Knowledge of relevant legislation, standards, and local authority requirements.
