Objectives

The primary objective of this tender is to engage a qualified professional quantity surveyor to provide comprehensive quantity surveying services for the construction of the Xhora Mouth Clinic. The services aim to ensure proper cost management, contract administration, and project oversight throughout the construction period, aligning with the project scope and legislative requirements.

Scope

The scope of work includes:

• Provision of professional quantity surveying services in accordance with the Guideline Scope of Services and Tariff of Fees issued under the Quantity Surveying Profession Act, 2000.
• Inclusion of surveying work as part of normal services in stages 1 & 2.
• Collaboration with other professionals such as architects, engineers, project managers, and specialists in electrical, mechanical, civil, structural, and health & safety fields.
• Preparation of tender documentation and contract documentation for the construction project.
• Cost estimation, financial management, and procurement support.
• Contract administration, site inspections, valuation, and project close-out.
• Provision of services over a contract period of approximately 36 months, including a 24-month construction phase.
• Coordination with local authorities and stakeholders, ensuring compliance with legislation and local by-laws.

Technical Requirements

The technical requirements include:

• Registration with the South African Council for the Quantity Surveying Profession (SACQSP).
• Adherence to the CIDB Professional Services Contract (Third Edition, 2009).
• Provision of professional indemnity insurance within 21 days of appointment.
• Compliance with the Standard Professional Services Contract and CIDB Adjudication procedures.
• Preparation of detailed cost estimates, valuations, and progress reports.
• Effective contract and project management, including risk management and dispute resolution.
• Collaboration with multidisciplinary teams and adherence to relevant legislation and standards.

Skills Requirements

The successful tenderer must demonstrate:

• Registered professional quantity surveyors with SACQSP accreditation.
• Experience in managing similar construction projects, preferably in healthcare or public infrastructure.
• Proven ability to prepare and manage tender and contract documentation.
• Strong financial and cost management skills, including budgeting, valuations, and cost control.
• Competence in contract administration, site inspections, and project reporting.
• Ability to work collaboratively with multidisciplinary teams and stakeholders.
• Knowledge of relevant legislation, standards, and procurement procedures.
• Capacity to provide timely and accurate professional advice throughout the project lifecycle.
