Objectives

The primary objective of this tender is to develop a comprehensive framework and business processes to facilitate the implementation of catalytic projects within the City of eThekwini. This includes establishing standardized methodologies for project assessment, evaluation, funding, governance, and stakeholder engagement to ensure high-impact, sustainable land development initiatives that align with municipal policies and strategic goals.

Scope

The scope encompasses:

• Developing a strategic framework and business processes for catalytic land development projects across four regions of eThekwini.
• Conducting a situational analysis to identify existing agreements, institutional capacity, legal landscape, and project pipeline.
• Formulating a final strategic framework that aligns policy, institutional roles, funding models, project lifecycle, and governance mechanisms.
• Designing end-to-end business processes, stakeholder engagement strategies, risk management plans, and implementation roadmaps.
• Demonstrating practical application through pilot projects and establishing monitoring, evaluation, and reporting systems.
• Building capacity and institutional strengthening to ensure sustainability of the framework.

Technical Requirements

The technical requirements include:

• Development of a comprehensive, strategic, and logical framework for catalytic projects.
• Preparation of detailed work plans, timelines, and resource allocations.
• Assessment of legal, policy, institutional, and financial environments affecting project implementation.
• Design of governance structures, stakeholder collaboration mechanisms, and decision-making processes.
• Formulation of funding strategies, including public, private, and blended finance options.
• Mapping of operational workflows, approval mechanisms, and automation tools for project delivery.
• Identification and mitigation of project and institutional risks.
• Development of monitoring, evaluation, and reporting tools aligned with project objectives.
• Provision of capacity building and institutional strengthening measures.

Skills Requirements

The tenderer must demonstrate the following skills and expertise:

• Project Management: Proven experience in managing land development or infrastructure projects of similar scale and complexity.
• Urban/Spatial Planning: Expertise in urban development frameworks, spatial planning, and regulatory compliance.
• Legal and Policy Analysis: Knowledge of relevant legislation such as SPLUMA, MFMA, and other regulatory frameworks.
• Financial and Funding Strategies: Skills in developing financial models, funding arrangements, and economic viability assessments.
• Institutional and Governance Development: Ability to design governance structures, stakeholder engagement, and institutional capacity assessments.
• Business Process Engineering: Experience in mapping operational workflows, process optimization, and automation tools.
• Risk Management: Competence in identifying, analyzing, and mitigating project and institutional risks.
• Capacity Building: Skills in training, knowledge transfer, and institutional strengthening to ensure sustainability.
• Technical Expertise: Relevant qualifications and experience in land development, infrastructure, or related fields.
