Objectives

The primary objective of this tender is to appoint a professional team to conduct detailed planning studies, including all specialist assessments such as WULA (Water Use License Application) and EIA (Environmental Impact Assessment), and to obtain SPLUMA (Spatial Planning and Land Use Management Act) approval for the Lower Thornwood Phase 2 Integrated Human Settlement in Ward 14. The team will facilitate the development of township layout, statutory approvals, infrastructure planning, environmental compliance, and beneficiary administration to support sustainable human settlement development.

Scope

The scope encompasses:

• Preparation of township layout plans, including concept, draft, and final detailed layouts.
• Conducting specialist studies: environmental impact assessments, water use licensing, geotechnical investigations, traffic impact assessments, land surveys, civil and structural engineering designs, stormwater management, and environmental monitoring.
• Obtaining SPLUMA approval, environmental authorizations, and other statutory permits.
• Designing infrastructure services: water, sewer, stormwater, electricity, and roads.
• Community engagement, social facilitation, and beneficiary administration.
• Preparation of project documentation for Tranche 2 funding applications and project packaging.

Technical Requirements

The technical requirements include:

• Adherence to relevant legislation, standards, and municipal policies, including SPLUMA, EIA regulations, and CIDB standards.
• Provision of accurate land surveys, GIS data, and digital drawings (DXF format).
• Preparation of environmental impact reports, water and geotechnical reports, traffic assessments, and infrastructure designs.
• Compliance with environmental and engineering standards, including flood line delineation, stormwater attenuation, and utility network design.
• Development of detailed project plans, programmes, risk management strategies, and alternative sanitation solutions (including DEWATS).
• Provision of qualified professionals registered with relevant bodies (e.g., SACPLAN, ECSA, SAGC, EAPASA).

Skills Requirements

The tenderer must demonstrate:

• Proven experience in township planning, specialist environmental assessments, and infrastructure design for similar projects (minimum of 250 sites within 10 years).
• Capability to undertake comprehensive specialist studies: environmental, geotechnical, water, traffic, and land survey.
• Qualified personnel including Project Managers (SACPCMP), Town Planners (SACPLAN), Civil and Structural Engineers (ECSA), Environmental Consultants (EAPASA), Land Surveyors (SAGC), and other relevant specialists.
• Experience in obtaining SPLUMA approvals, environmental authorizations, and municipal approvals.
• Ability to develop detailed project programmes, risk management plans, and alternative sanitation solutions.
• Capacity to facilitate community engagement and beneficiary administration.
• Familiarity with GIS, environmental management systems, and digital CAD/DXF data formats.
