Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive project management services for the Mandela Bay Theatre Complex (MBTC) over a period of three years. The services aim to oversee and coordinate the planning, execution, and quality control of various infrastructure projects affecting existing services such as electrical, mechanical, ceilings, walls, water systems, and related facilities, ensuring compliance with heritage and legal requirements, and safeguarding the preservation of the complex’s collections and infrastructure.

Scope

The scope of work includes:

• Providing project management and quality control for construction and renovation projects within MBTC.
• Managing existing services and infrastructure upgrades affecting electrical, mechanical, ceilings, walls, water, and other systems.
• Ensuring all necessary approvals from heritage and relevant authorities are in place.
• Performing duties such as site inspections, certification of work quality, and overseeing contractors’ activities.
• Preparing monthly progress reports, conducting regular meetings (bi-weekly), and coordinating with other professional service providers and stakeholders.
• Engaging in supplementary services including correction of construction errors and site supervision.
• Working within the Nelson Mandela Metropolitan Municipality and ensuring compliance with all applicable laws and regulations.

Technical Requirements

The technical requirements specify that the service provider must:

• Have relevant industry experience, with a minimum of 3-5 years in project management within the construction or cultural infrastructure sector.
• Be professionally registered with recognized bodies such as SACPCMP or PMP.
• Demonstrate capacity to manage projects with a value exceeding R2 million, including providing references and proof of similar completed projects.
• Possess the ability to deliver project stages from inception to completion, including quality assurance, cost control, and compliance with heritage and legal standards.
• Ensure availability for site meetings, emergency response within two hours, and ongoing supervision.
• Provide detailed proposals outlining subcontracting arrangements, resource allocation, and project timelines.

Skills Requirements

The successful bidder must demonstrate:

• Strong project management skills, including planning, coordination, and reporting.
• Experience in heritage site management and familiarity with heritage approval processes.
• Technical expertise in construction, electrical, mechanical, and infrastructure systems relevant to theatre and cultural facilities.
• Ability to work collaboratively with heritage authorities, contractors, and internal stakeholders.
• Excellent communication skills for reporting, meetings, and stakeholder engagement.
• Capacity to manage multiple projects simultaneously within budget and time constraints.
