Objectives

The primary objective of this tender is to appoint contractors capable of providing resources for electrical outage work at Tutuka Power Station. This includes support for routine maintenance, repairs, inspections, cleaning, and emergency breakdown services on an "as and when" required basis over a period of 5 years. The aim is to ensure timely, safe, and efficient execution of outage-related activities to maintain plant reliability and performance.

Scope

The scope encompasses providing competent, qualified, and adequately resourced electrical personnel to perform all outage-related activities at Tutuka Power Station. This includes work on electrical equipment associated with boilers, turbines, ash handling systems, and the coal stockyard. The contractor must ensure personnel are trained, medically fit, authorized, and compliant with legislation, site standards, and employer requirements. Staffing levels must be maintained throughout the outage period to meet the scheduled work safely and efficiently.

Technical Requirements

• Registration as an Electrical Contractor with valid certification from the Department of Labour (DOL).
• Experience in electrical outage maintenance projects at power stations, with a minimum of 2 references demonstrating relevant experience.
• Proficiency in using specific electrical tools and testing equipment such as Megger, Ohmmeter, HV Thumper, Voltage Detectors, and Test Kits.
• Submission of comprehensive method statements for outage execution, including detailed task-specific procedures and quality control measures.
• Provision of qualified electrical artisans with proof of trade certificates, experience, and driver’s licenses.
• Supervisors must have experience as Electrical Supervisors in power generation or heavy industrial environments, with relevant qualifications and proficiency in project management tools like Primavera/MS Projects.
• Safety officers must have at least three years of relevant safety experience and qualifications.
• Monitoring and reporting of contractor performance throughout the outage period, with regular progress updates and completion reports.

Skills Requirements

• Qualified electrical artisans with trade test certificates, trade experience, and valid driver’s licenses.
• Supervisors with experience in electrical outage management, safety, and project supervision, proficient in Primavera/MS Projects.
• Safety officers with proven safety management experience and qualifications.
• Ability to develop and implement detailed method statements and quality control plans.
• Strong understanding of electrical safety standards, site procedures, and legislation.
• Effective communication and reporting skills for daily outage progress and final reporting.
