Objectives

The primary objective of this tender is to procure a service provider capable of delivering routine and ad hoc condition monitoring services at Kendal Power Station over a period of five (5) years. The service aims to ensure continuous plant health assessment, improve reliability, and optimize maintenance planning through effective condition monitoring techniques.

Scope

The scope includes:

• Provision of routine condition monitoring services at Kendal Power Station.
• Ad hoc condition monitoring as required by Eskom during the contract period.
• Delivery of services over a five-year period, including all necessary equipment, tools, and personnel expertise.
• Site visits, data collection, analysis, reporting, and recommendations for maintenance actions.
• Subcontracting to capable local SMEs or EME/QSE entities where applicable.

Technical Requirements

The technical requirements include:

• Minimum of 5 years’ experience in condition monitoring services, supported by proof of previous work (e.g., purchase orders older than 5 years).
• Use of accredited laboratories (SANAS) with valid accreditation certificates.
• Deployment of appropriate, calibrated condition monitoring tools and equipment.
• Implementation of a Quality Management System compliant with ISO 9001:2015, including documented procedures, internal audits, and non-conformance management.
• Development and maintenance of a Quality Plan addressing scope-specific requirements.
• Adherence to safety standards and environmental policies aligned with ISO 14001:2015.
• Provision of detailed inspection and test plans (ITPs) or quality control plans (QCP) for similar work.
• Compliance with Eskom’s contractual and quality standards, including submission of all mandatory documentation and reports.

Skills Requirements

The successful tenderer must demonstrate:

• At least 5 years’ relevant experience in condition monitoring services.
• Capability to operate and calibrate advanced condition monitoring tools and equipment.
• Proficiency in data analysis, reporting, and providing actionable maintenance recommendations.
• Ability to develop and implement quality management systems aligned with ISO 9001:2015.
• Experience in managing site safety, environmental policies, and compliance with Eskom standards.
• Competence in laboratory testing, with SANAS accreditation, and in conducting site inspections.
• Knowledge of Eskom’s contractual, procurement, and safety procedures.
• Capacity to subcontract and manage local SMEs or designated groups, ensuring compliance with B-BBEE and local content requirements.
