Objectives, Scope and Technical Requirements of the Tender

Objectives

The primary objectives of this tender are to provide routine and safety maintenance on various roads within the Greytown Zone 1, ensuring road safety, durability, and community upliftment through employment and enterprise development. The project aims to enhance road infrastructure, create local employment opportunities, support targeted enterprise development, and promote skills development aligned with national standards.

Scope

The scope encompasses comprehensive routine and safety maintenance activities on a specified network of roads within the Greytown Area Office jurisdiction, including:

• Maintenance of provincial, district, and local roads listed with their surface types and lengths.
• Activities such as roadbed preparation, construction of pavement layers, patching, edge repair, guardrail and sign installation, drainage works, and erosion protection.
• Traffic accommodation, signage, and safety measures during construction.
• Environmental management, safety, and community liaison activities.
• Implementation of labour and enterprise development initiatives, including targeted employment, training, and mentorship programs.
• Participation in the Expanded Public Works Programme (EPWP), including job creation, training, and reporting requirements.

The work involves multiple site locations, borrow pits, spoil areas, and community engagement, with a focus on sustainable practices and compliance with national standards.

Technical Requirements

The technical requirements include:

• Adherence to the Standard Specifications for Road and Bridge Works (Draft Standard October 2020) and the General Conditions of Contract (GCC 2015).
• Implementation of environmental management plans, including waste management, erosion control, and protection of existing services.
• Compliance with Occupational Health and Safety regulations, including appointment of safety personnel, development of safety plans, and provision of PPE.
• Use of labour-enhanced construction methods, employing local unskilled or semi-skilled labour, with specified supervision and mentoring to promote skills development.
• Engagement of Targeted Enterprises and Labour, with minimum participation targets (e.g., 30.98% subcontracting to Targeted Enterprises, 7.61% local labour employment).
• Provision of training, coaching, guidance, and mentoring for Targeted Enterprises and Labour, aligned with national standards and certification requirements.
• Monitoring and reporting on employment, enterprise development, and environmental compliance through prescribed forms and schedules.
• Coordination with community structures via Project Liaison Committees and Community Liaison Officers to ensure community participation and transparency.
• Provision of project-specific infrastructure, including training facilities, safety signage, and site management, with handover upon completion.
• Strict adherence to the specified programme, safety, environmental, and quality standards, with provisions for variations, progress reporting, and final certification.

The contractor must demonstrate capability through CIDB registration (Grade 7CE or higher), relevant experience, and compliance with all legislative and contractual obligations, including reporting and quality assurance.
