Objectives

The primary objectives of the tender are to provide comprehensive routine and safety maintenance on various roads within the New Hanover Zone - Umshwathi Area Office. This includes implementing safety protocols, minimizing environmental impact, promoting local employment and enterprise development, and ensuring compliance with health and safety regulations during construction activities. The project aims to foster community engagement, support skills development, and adhere to government policies such as the Expanded Public Works Programme (EPWP) and CIDB standards for enterprise development and skills training.

Scope

The scope encompasses a wide range of road maintenance activities including:

• Establishment of site facilities and safety measures
• Clearing, grubbing, and removal of trees and stumps
• Provision of traffic accommodation and control measures
• Construction, repair, and maintenance of drainage systems, culverts, kerbs, and road markings
• Blading, patching, pothole repairs, crack sealing, and regravelling of roads
• Installation of guardrails, road signs, kilometre markers, and safety devices
• Construction of gabions, stone pitching, and erosion protection structures
• Environmental management, waste disposal, and site cleanliness
• Implementation of COVID-19 health and safety protocols

The scope also includes the employment of targeted enterprises and labour, training and mentoring of workers, and participation in community liaison activities.

Technical Requirements

• Adherence to the Standard Specifications for Road and Bridge Works (Draft Standard October 2020) and the Employer’s Project Specifications
• Implementation of environmental management plans and COVID-19 safety protocols
• Provision of site facilities, safety signage, and traffic management measures
• Use of labour-enhanced construction methods where specified
• Engagement of targeted enterprises and local labour in accordance with CIDB and EPWP standards
• Regular monitoring, reporting, and documentation of progress, safety, and environmental compliance
• Provision of training, mentorship, and capacity building for targeted enterprises and workers
• Effective management of subcontractors, targeted enterprises, and community liaison activities
• Compliance with health and safety legislation, including COVID-19 protocols and hazard assessments

Skills Requirements

• Proven experience in road maintenance, drainage, and civil construction works
• CIDB registration with a minimum grade of 8CE or higher
• Capability to implement environmental and health and safety standards
• Skilled management and supervisory personnel with relevant construction and safety qualifications
• Qualified personnel for labour and management-enhanced competencies, including safety officers and site supervisors
• Experience in training, mentoring, and capacity building of targeted enterprises and local labour
• Ability to demonstrate compliance with CIDB B.U.I.L.D. Programme standards for enterprise development and skills training
• Competence in implementing COVID-19 health and safety measures, including risk assessments and monitoring
• Effective community liaison and stakeholder engagement skills
• Proficiency in reporting, documentation, and project management in line with government standards
