Objectives

The primary objective of this tender is to provide and construct sanitation and toilet infrastructure for approximately 800 households in Mamello Extension 09, located within Frankfort, Mafube Local Municipality, Fezile Dabi District Municipality. The project aims to improve hygiene and sanitation conditions through the rehabilitation of existing sewer reticulation systems and the construction of new toilet structures, including foundations, superstructures, drainage, and water connections. Additionally, the project seeks to promote employment, training, and capacity building in line with EPWP guidelines, ensuring local community participation and empowerment.

Scope

The scope of work encompasses:

• Construction of 800 new toilet structures with foundations, superstructures, drainage, and water supply connections.
• Rehabilitation and replacement of damaged or blocked 160mm diameter uPVC sewer pipelines, including testing and commissioning.
• Construction and replacement of precast concrete manholes (1200mm diameter) with covers and frames.
• Earthworks, including excavation, spoil removal, and stabilization of in-situ material.
• Testing, commissioning, and quality control to ensure compliance with relevant standards (SANS 10400, SANS 1200, Red Book).
• Provision of site facilities, safety measures, and environmental management.
• Implementation of EPWP employment, training, and capacity building requirements.

Technical Requirements

The technical scope includes:

• Provision of detailed construction programme and quality control plan, approved by the Engineer.
• Construction of toilet structures according to approved drawings and specifications (standardized and particular specifications as per SABS standards).
• Rehabilitation of sewer pipelines with testing and commissioning.
• Earthworks including excavation, backfilling, and stabilization.
• Construction of precast manholes with covers and frames, including anchor blocks.
• Implementation of environmental and occupational health & safety standards, including environmental management plans and safety protocols.
• Compliance with EPWP guidelines for employment, training, and community participation.
• Adherence to relevant standards (SABS 1200 series, SABS 058, SABS 497, SABS 723, etc.) for materials, construction, and testing.

Skills and Skills Requirements

The tenderer must demonstrate:

• Proven experience in constructing sanitation and sewer infrastructure, including the construction of toilet structures, sewer pipelines, manholes, and earthworks, with references and completion certificates.
• Technical competence in civil engineering, plumbing, and construction management, supported by qualified personnel and CVs.
• Ability to develop and implement construction programmes, quality control plans, and environmental management plans.
• Knowledge of relevant standards (SABS 1200 series, SABS 058, SABS 497, etc.) and experience in testing and commissioning of sewer and sanitation systems.
• Capacity to manage health and safety, environmental compliance, and community engagement as per legislation and project requirements.
• Experience in implementing EPWP employment and training initiatives, including community participation and capacity building.
• Financial capacity demonstrated through valid financial viability documentation, bank ratings, and financial statements.
• Ability to coordinate with multiple stakeholders, including municipal authorities, community representatives, and safety agencies.

In summary, the tenderer must possess the technical expertise, experience, and capacity to deliver quality sanitation infrastructure while actively engaging and empowering the local community in accordance with EPWP guidelines.
