Objectives

The primary objective of this tender is to establish a contractual agreement with a qualified security service provider to deliver comprehensive security guarding services at the Department of Human Settlements, Ugu District Office, for a period of 36 months. The aim is to ensure the safety, security, and asset protection of the department’s premises, personnel, and assets through professional security operations.

Scope

The scope of work includes:

• Perimeter and building patrols during all shifts, including public holidays.
• Internal patrols of the building at 30-minute intervals.
• Access and exit control, including visitor screening, scanning, and escorting.
• Monitoring and controlling parking facilities and vehicle movements.
• Safeguarding departmental assets and ensuring authorized movement of assets.
• Prohibition of firearms and weapons on premises.
• Operation and management of security equipment and registers.
• Emergency response, fire detection, and alarm management.
• Building closure after hours and re-opening procedures.
• Provision of unarmed security guards across different shifts with specified grades.
• Compliance with all relevant legislations, including PSIRA accreditation and occupational health and safety standards.

Technical Requirements

The technical requirements for the tender include:

• Provision of unarmed security guards with valid PSIRA accreditation, minimum Grade B and C.
• Guards must be physically fit, medically healthy, and proficient in English and isiZulu.
• Guards must wear identifiable uniforms, badges, and PSIRA cards at all times.
• Use of security equipment such as radios, scanners, batons, pepper spray, and registers.
• Implementation of patrol rosters, visitor screening, and access control procedures.
• Regular site inspections by supervisors with security accreditation.
• Provision of incident reports, monthly reports, and adherence to emergency protocols.
• Availability of a satellite office within 30 km of the site for emergency response.
• Compliance with relevant legislation including the Private Security Industry Regulation Act, COIDA, and other applicable laws.

Skills Requirements

The skills and qualifications required from the service provider and personnel include:

• Proven experience in providing security services to public or private entities within the last 5 years, supported by reference letters.
• Security personnel must hold valid PSIRA registration and relevant security training certificates.
• Ability to communicate effectively in English and isiZulu.
• Physical fitness and medical fitness suitable for security duties.
• Capacity to operate security equipment and registers accurately.
• Knowledge of emergency procedures, fire safety, and incident reporting.
• Ability to conduct patrols, visitor screening, and access control with professionalism and vigilance.
• Management and supervisory staff must demonstrate leadership, compliance, and reporting skills.
• Capacity to respond promptly to emergencies, unrest, or security breaches.
