Objectives

The primary objective of this tender is to procure security management services for Qamata Workshop over a period of 36 months. The services aim to ensure the safety and security of departmental assets, biological assets, personnel, and information in compliance with relevant legislation.

Scope

The scope of work includes:

• Provision of qualified and trustworthy security personnel with appropriate equipment.
• Deployment of security officers on day and night shifts at specified posts, with the possibility of adjusting the number of officers based on departmental requirements.
• Provision of necessary security tools and equipment such as radios, torches, batons, occurrence books, handcuffs, uniforms, name tags, pocket books, and stationery.
• Ensuring security officers are properly trained, accredited, and compliant with legislation such as the Private Security Industry Regulatory Act, Occupational Health and Safety Act, Trespass Act, and related regulations.
• Delivery of services at designated sites, including proper stacking, inspection, and off-loading of materials, with adherence to specified delivery timelines.

Technical Requirements

The technical requirements include:

• Provision of security personnel with valid PSIRA registration, firearms licenses (if applicable), police clearance, liability insurance (minimum R2 million), and other mandatory licensing and accreditation.
• Deployment of security officers equipped with radios, torches, batons, occurrence books, handcuffs, and full uniforms with name tags.
• Availability of a local office within the Chris Hani District for effective service delivery and site inspections.
• Compliance with all relevant legislation and departmental policies, including proper conduct, ethical practices, and adherence to Labour Laws and bargaining council rates.
• Implementation of a service level agreement detailing response times, inspection procedures, and performance standards.

Skills Requirements

The successful service provider must demonstrate:

• Experience in providing security management services, with at least one-year contract experience per project, supported by contactable references.
• Financial capacity to pay security personnel and sustain operations, evidenced by proof of funds or credit facilities not older than three months.
• Competence in managing security personnel, including training, supervision, and compliance with PSIRA standards.
• Ability to supply and maintain all required equipment and tools, ensuring operational readiness at all times.
• Capacity to coordinate with departmental officials, conduct site inspections, and respond promptly to security incidents.
• Knowledge of relevant legislation and ethical practices related to private security services.
