Objectives

The primary objective of this tender is to appoint a qualified security management service provider to ensure the safety and security of the Queenstown Provincial Veterinary Laboratory in Komani, including its assets, personnel, and information, for a period of 36 months.

Scope

The scope of work includes:

• Provision of security management services at the Queenstown Provincial Veterinary Laboratory in Komani.
• Deployment of security officers for day and night shifts with specified grades and numbers.
• Supply, installation, and maintenance of security equipment such as outdoor and indoor cameras, network video recorders, and related infrastructure.
• Provision of security personnel with appropriate uniforms, tools, and service aids.
• Compliance with relevant legislation including the Private Security Industry Regulatory Act, Occupational Health and Safety Act, Trespass Act, and others.
• Site inspections and adherence to specified standards for equipment, ethical practices, and operational procedures.

Technical Requirements

The technical requirements encompass:

• Provision of fully trained and accredited security officers with valid PSIRA certificates, police clearances, and other mandatory licensing.
• Deployment of security officers with necessary equipment such as two-way radios, torches, batons, occurrence books, handcuffs, uniforms, name tags, and pocket books.
• Installation and maintenance of security infrastructure including outdoor and indoor cameras, network video recorders, cabling, and cybersecurity measures.
• Site inspections and ongoing compliance with safety, security, and operational standards.
• Provision of an office within the Chris Hani District for operational management.
• Adherence to specified staffing levels for day and night shifts, with flexibility for adjustments.

Skills Requirements

The successful service provider must demonstrate:

• Experience in providing security services, with at least one-year contract per relevant project, supported by contactable references (40 points).
• Financial capacity to pay security personnel and sustain operations, evidenced by proof of funds or credit facilities (40 points).
• Local presence within the Chris Hani District, with proof of address (20 points).
• Compliance with mandatory licensing, accreditation, and legal requirements, including PSIRA certification, police clearance, liability insurance, and registration with relevant authorities.
• Ability to meet ethical practices, operational standards, and cybersecurity requirements.
• Capacity to supply, install, and maintain security infrastructure and equipment as specified.
