Objectives

The primary objective of this tender is to secure the provision of security services for Cape Agulhas Municipality on an as-and-when-required basis until 30 June 2026. The services aim to ensure the safety and security of municipal assets, facilities, and personnel across various locations within the municipal area, including during peak periods such as Easter and December holidays.

Scope

The scope encompasses the provision of security guarding services across multiple municipal sites within the Cape Agulhas area, including Bredasdorp, Waenhuiskrans, Struisbaai, L’Agulhas, Napier, Klipdale, and Protem. The services include day and night shifts, holiday coverage, and ad-hoc event security. Specific sites include municipal centers, parks, landfills, water treatment works, sportsgrounds, and other municipal facilities, with services required during regular days, holidays, and special events.

Services are to be delivered on an as-and-when basis, with the contract valid until 30 June 2026, and the tender remains valid for 90 days from closing date.

Technical Requirements

• Security guards must be PSIRA-registered, properly uniformed, and carry necessary equipment such as ID cards, batons, torches, and two-way radios.
• Guards must maintain a logbook, monitor via patrol systems (e.g., GPS, patrol clocking points), and report any incidents immediately.
• Night shifts are from 19h00 to 07h00, with guards performing patrols, monitoring sites, and responding to incidents.
• Control rooms must operate 24/7, be within the Western Cape, and be equipped with electronic two-way radios, emergency backup, and remote tracking devices.
• All guards must have valid police clearance and proof of registration with the Security Officers Board (PSIRA).
• Service providers must comply with COIDA requirements, including providing a letter of good standing.
• Minimum staffing levels, vehicle requirements, and operational plans must be submitted and maintained.
• Penalties for non-compliance, late reporting, or failure to meet performance standards are specified, including financial penalties and potential contract termination.

Skills and Skills Requirements

• Personnel must be PSIRA-registered, with valid registration certificates and police clearance.
• Guards must be trained in site-specific security procedures, emergency response, and reporting protocols.
• Control room operators must be experienced in security monitoring, communication, and incident management.
• Service providers must demonstrate relevant experience, having successfully completed at least five similar security projects within the last five years, supported by references and project documentation.
• Staff must be capable of operating security equipment, patrol systems, and communication devices effectively.
• Personnel must adhere to strict uniform and conduct standards, including wearing ID badges and maintaining professionalism at all times.
