Objectives

The primary objective of this tender is to engage a qualified security service provider to deliver comprehensive security management services at the Kwa-Bhaca Department of Agriculture (DoA) Office in the Alfred Nzo District. The service aims to ensure the safety and security of departmental assets, personnel, information, and infrastructure over a period of 36 months, in compliance with relevant legislation and standards.

Scope

The scope of work includes:

• Provision of security personnel for day and night shifts, including armed response where applicable.
• Maintaining visitor registers and security logs.
• Providing necessary security equipment and uniforms for officers.
• Ensuring security personnel are properly trained, licensed, and compliant with PSIRA standards.
• Managing security at the local office within the Alfred Nzo District, including guard house management and armed response services.
• Adhering to legislative requirements such as the Private Security Industry Regulatory Act, Occupational Health and Safety Act, Trespass Act, and related regulations.
• Ensuring payment of guards’ salaries and benefits in line with Labour Laws and sector bargaining councils.

Technical Requirements

The technical requirements specify that the service provider must:

• Have a fully functional local office within the Alfred Nzo District.
• Provide valid certificates of company registration, PSIRA accreditation, police clearance, and liability insurance of at least R2 million.
• Employ experienced, trained, and licensed security personnel, including armed response officers if applicable.
• Maintain proper uniforms, equipment (two-way radios, torches, batons, occurrence books, handcuffs, etc.), and stationery for security officers.
• Ensure security staff are equipped with necessary tools and maintain proper documentation such as attendance registers and visitor logs.
• Comply with all legislative and regulatory standards governing private security services.
• Provide references demonstrating successful delivery of similar security services.

Skills Requirements

The skills and qualifications required from the service provider and personnel include:

• Proven experience in security services, with a minimum of 8 similar projects for maximum points.
• Capability to supply trained, licensed, and competent security officers, including armed response personnel if needed.
• Ability to manage security operations efficiently within the local context of the Alfred Nzo District.
• Knowledge of relevant legislation such as the Private Security Industry Regulatory Act, Occupational Health and Safety Act, and Trespass Act.
• Strong administrative skills to maintain visitor registers, incident logs, and compliance documentation.
• Financial capacity to sustain operations, evidenced by a credit facility or proof of funds.
• Good reputation and track record in delivering security services, supported by references.
