Objectives

The primary objective of this tender is to procure security services for the Ntabankulu Department of Agriculture (DoA) Office in the Alfred Nzo District for a period of 36 months. The service aims to ensure the safety and security of departmental assets, personnel, information, and facilities in compliance with relevant legislation such as the Private Security Industry Regulatory Act, Occupational Health and Safety Act, and Trespass Act.

Scope

The scope includes providing qualified security personnel, security management, and necessary equipment to safeguard the DoA Office and its assets. The service provider must have a local office within the Alfred Nzo District, supply trained and experienced personnel, and ensure adherence to licensing, accreditation, and safety standards. The scope also covers the provision of security aids such as radios, torches, batons, occurrence books, uniforms, and other relevant stationery, as well as maintaining a guard house and local office with armed response capabilities.

Technical Requirements

• Provision of security guards for day and night shifts, with specified post grades and numbers.
• Guards must be equipped with two-way radios, torches, batons, occurrence books, handcuffs, uniforms, name tags, and pocket books.
• Guards must wear full uniforms at all times and operate within the legal and safety frameworks.
• The service provider must hold valid certificates of company registration, police clearance, PSIRA certification, liability insurance (minimum R2 million), and other relevant licenses.
• Ensure guards’ salaries and benefits comply with Labour Laws and PSIRA rates.
• Maintain a fully functional local office within the district for operational management and armed response services.
• Adhere to the Department’s standards for visitor registers, equipment, and operational protocols.

Skills Requirements

• Qualified and trained security personnel with valid PSIRA certificates.
• Personnel must have experience in security management and armed response where applicable.
• Personnel should demonstrate ethical practices, good reputation, and a track record of satisfactory service delivery.
• Ability to operate security equipment effectively and maintain discipline and professionalism at all times.
• Service providers must have competent management staff capable of overseeing security operations and compliance with legislation.
