Objectives

The primary objective of this tender is to appoint a service provider to carry out the provision, maintenance, and management of fire portable equipment at Transnet Port Terminals Richards Bay for a period of five years. The goal is to ensure continuous, compliant, and effective fire safety systems in accordance with relevant standards and regulations, thereby safeguarding personnel, property, and operations.

Scope

The scope of work includes:

• Provision of a dedicated maintenance team to service and maintain fire extinguishers, hose reels, and hydrants during normal working hours (07h00 to 16h00, Monday to Friday).
• Conducting regular inspections, monthly checks, and annual servicing of fire portable equipment in accordance with SANS 1475 standards.
• Providing necessary facilities such as offices, mess rooms, ablutions, and park homes for the maintenance team, including their setup, connection, and maintenance for the duration of the contract.
• Performing repairs, attending breakdowns, and ensuring operational readiness of fire safety equipment, including after-hours emergency response (16:00 to 07:00, weekends, and public holidays).
• Maintaining detailed service records, weekly and monthly reports, and ensuring compliance with safety, health, and environmental standards.
• Adhering to security, site access, and safety regulations during service delivery.

Technical Requirements

The technical requirements specify that the service provider must:

• Hold a valid SANS 1475 permit from accredited bodies such as BSI, SABS, or SACAS.
• Employ personnel with valid South African Qualification Certification Committee (SAQCC) certificates for fire technicians.
• Have a CIDB grade of SF level 3 or higher.
• Provide a qualified maintenance team including supervisors, fire technicians, and assistants, all with appropriate certifications and experience.
• Use equipment compliant with relevant standards (SANSA 369-2, SANS 10400-T, SANS 1128, etc.) and ensure all fire safety devices are regularly inspected, maintained, and repaired as per SANS 1475.
• Implement safety, health, and environmental management plans, including risk assessments, site safety reviews, and compliance with applicable legislation.
• Maintain proper documentation, including weekly reports, service records, and incident logs.
• Ensure security protocols and site access controls are strictly followed.

Skills Requirements

The skills and qualifications required for personnel involved in this contract include:

• Certified fire detection technicians with valid SAQCC certificates.
• Personnel with CIDB SF level 3 or higher accreditation.
• Experience in servicing and maintaining fire portable equipment, including fire extinguishers, hose reels, and hydrants.
• Knowledge of relevant standards such as SANS 1475, SANSA 369-2, SANS 10400-T, and SANS 1128.
• Ability to prepare and submit detailed reports, including weekly and monthly service summaries.
• Competence in health and safety compliance, risk management, and emergency response procedures.
• Good communication skills for reporting, coordination, and site safety management.
