Objectives

The primary objective of this tender is to establish service contracts for the provision of tower foundation construction services across various projects within the Powerlines Portfolio. The aim is to ensure safe, compliant, and efficient construction of tower foundations on an “as and when” required basis over a period of three years, with a focus on zero harm to people and the environment.

Scope

The scope encompasses the construction of tower foundations for multiple projects within the Powerlines Portfolio. It includes all activities related to site preparation, foundation construction, safety management, environmental control, and compliance with Eskom’s SHE standards and relevant legislation. The scope also involves developing SHE plans, conducting risk assessments, and ensuring adherence to safety, health, and environmental protocols throughout the construction period.

Technical Requirements

• Compliance with Eskom SHE specifications and applicable legal requirements, including Construction Regulations 2014 and relevant standards (e.g., SANS, NRS, and other national/international codes).
• Development and implementation of comprehensive SHE plans, risk assessments, method statements, and safe work procedures for all high-risk activities.
• Provision of competent personnel with appropriate qualifications, registration (e.g., SACPCMP), and experience in foundation construction and associated activities such as micro-piling.
• Proper management of hazardous materials, chemicals, flammable liquids, and PPE.
• Ensuring safety measures for working near live electrical systems, overhead power lines, and other overhead obstructions, including safe clearance protocols.
• Implementation of emergency preparedness, fire safety, environmental management, and noise/dust control measures.
• Use of approved machinery, tools, lifting equipment, and vehicles, with regular inspections and certifications.
• Adherence to permit-to-work systems, site access controls, and signage requirements.
• Regular audits, inspections, and reporting on SHE performance, non-conformances, and corrective actions.

Skills Requirements

• Qualified and registered SHE professionals, including SHE officers and managers, with knowledge of construction safety standards and legislation.
• Personnel experienced in foundation construction techniques, including micro-piling, soil mechanics, and ground stability assessments.
• Competent riggers, crane operators, and equipment operators certified according to SANS and other relevant standards.
• Trained workers in working at heights, excavation safety, hazard identification, and emergency response.
• Experience in environmental management, hazardous materials handling, and biological agent controls.
• Ability to develop and implement SHE plans, risk assessments, method statements, and conduct Planned Task Observations (PTO).
• Effective communication skills for site induction, safety briefings, and reporting.
