Objectives

The primary objective of this tender is to appoint a professional service provider to manage the Kranzfontein Landfill Site for a period of 36 months. The provider will oversee daily operations, ensure compliance with environmental and regulatory standards, and establish a functional recycling facility to support sustainable waste management within the municipality.

Scope

The scope of work includes:

• Managing the operational activities of the Kranzfontein Landfill Site, including waste disposal, recycling, and site maintenance.
• Ensuring compliance with environmental management laws, license conditions, and health and safety regulations.
• Conducting landfill audits, reporting incidents, and maintaining operational records.
• Constructing and maintaining internal roads, recycling facilities, and final cover layers.
• Implementing waste segregation, recycling, and disposal processes.
• Developing and updating management and operational plans.
• Providing necessary equipment, machinery, and trained personnel for site management.

Technical Requirements

The technical requirements include:

• Provision of machinery such as excavators, tipper trucks, and dozers, with logbooks and ownership or lease agreements.
• Qualified personnel including an environmentalist (NQF Level 7, registered with EAPASA) and a civil engineering site manager (NQF Level 7, registered with ESCA), each with at least 5 years post-registration experience.
• Proof of machinery and equipment to perform waste management activities.
• Development of a comprehensive landfill management and operational plan.
• Compliance with environmental license conditions and waste management regulations.
• Construction and maintenance of internal roads and recycling facilities.
• Implementation of safety measures, including identification cards and safety gear for staff.

Skills Requirements

The skills and competencies required from the service provider include:

• Proven experience in waste management operations, especially within government or municipal contexts.
• Technical expertise in environmental science/management and civil engineering.
• Registered professionals such as an Environmental Assessment Practitioner (EAPASA) and a Professional Engineer (ESCA).
• Ability to operate and maintain heavy machinery and waste management equipment.
• Capacity to develop and implement operational and maintenance plans.
• Strong reporting, auditing, and compliance monitoring skills.
• Effective project management and coordination skills to work closely with the municipality.
• Knowledge of environmental legislation, waste management regulations, and safety standards.
