Objectives

The primary objective of this tender is to procure a qualified training provider to deliver Sign Language Training to departmental employees of the KwaZulu-Natal Department of Social Development. The aim is to equip staff with effective communication skills in sign language, thereby enhancing service delivery, reducing misunderstandings, and promoting inclusivity for hearing-impaired individuals interacting with public sector services.

Scope

The scope of the project includes:

• Conducting a 3-day Sign Language Workshop for departmental employees.
• Covering course content such as conversation and communication, facial expressions and body language, sign language linguistics, and specialized vocabulary.
• Delivering training at a designated venue in Durban, with venue and training dates to be provided by the department.
• Providing all necessary training materials and equipment.
• Post-training, submitting a close-out report, including participant evaluations, and issuing certificates of completion within three months.

Technical Requirements

The training provider must meet the following technical requirements:

• Be accredited and recognized by relevant authorities such as QCTO, SETA, DHET, or equivalent accreditation bodies.
• Provide qualified facilitators with relevant experience and certification in sign language training.
• Ensure facilitators possess valid professional registration and demonstrate experience through verifiable reference letters from the past 10 years.
• Deliver comprehensive training covering sign language linguistics, facial expressions, body language, and practical communication skills.
• Submit a detailed training methodology, course outline, implementation plan, and assessment activities.
• Compile and submit a close-out report and certificates of completion within three months of training completion.

Skills Requirements

The successful training provider and facilitators must possess:

• Accreditation from recognized bodies such as QCTO, SETA, or DHET.
• Proven experience in delivering sign language training, evidenced by reference letters and certificates.
• Qualified facilitators with relevant certifications and experience in sign language instruction.
• Ability to develop and implement effective training methodologies, including practical activities and assessments.
• Capability to produce comprehensive reports and certificates of completion post-training.
