Objectives

The primary objective of this tender is to establish a contract for the provision of specialised industrial cleaning services in the outside plant areas of Kriel Power Station, including outages, over a period of five years. The aim is to ensure continuous, safe, and effective cleaning operations to maintain plant safety, cleanliness, and compliance with Eskom standards, thereby supporting Eskom’s goal of achieving and maintaining a high standard of plant housekeeping and safety.

Scope

The scope encompasses comprehensive industrial cleaning services for various plant areas including:

• Coal staithes, conveyor belts, and associated assemblies
• Coal bunkers, transfer chutes, and silos
• Mill areas, sluiceways, and ash plant sections
• Water treatment, pump houses, and associated pipelines
• Cooling towers, compressor houses, and switchgear rooms
• Roads, transformer yards, parking areas, and waste disposal zones
• Other plant structures such as silos, blow tanks, and dust handling systems

The services include cleaning, planning, site establishment, supervision, and provision of all necessary equipment, materials, and manpower for 24/7 coverage, including outages, with provisions for manual and mechanized cleaning methods.

Technical Requirements

The technical requirements specify that:

• Cleaning must be performed on a 24-hour basis, including weekends and holidays, with shift allowances included in the pricing.
• All equipment used must be maintained in good working order, conform to statutory standards, and be available on site throughout the contract duration.
• Work at height must be performed by trained and certified personnel using approved platforms or scaffolding, adhering to Eskom’s lifesaving rules.
• Oil spillages, dust, debris, and other contaminants must be managed using specified PPE and spill kits, with regular cleaning schedules for all plant areas.
• Environmental management and safety procedures must be strictly followed, including compliance with Eskom’s environmental policies, ISO14001 standards, and health & safety regulations.
• All work must be documented, inspected, and approved through formal procedures, including regular meetings, inspections, and reporting.

Skills Requirements

The tender mandates that contractors possess:

• Proven experience in industrial cleaning, especially in power station environments
• Qualified personnel with certifications for working at heights, handling hazardous materials, and operating specialised cleaning equipment
• Competence in environmental management, safety protocols, and emergency response procedures
• Ability to develop and implement detailed work plans, risk assessments, and method statements
• Strong management and supervision skills to coordinate 24/7 operations and outages effectively
• Capacity to supply sufficient manpower, equipment, and resources to meet the scope and coverage requirements
• Knowledge of Eskom’s safety, environmental, and quality standards, including compliance with legal and statutory requirements
