Objectives

The primary objective of this tender is to establish a contract for the supply of new spares and the refurbishment of existing blowers at Medupi Power Station's Dust Handling & Conditioning Plant (DHP). The contract aims to ensure the continuous operation of essential blowers used for fly ash aeration and other processes, by providing reliable spare parts and refurbishment services over a period of 5 years on an 'as-and-when-required' basis.

Scope

The scope includes:

• Supply of various new blowers and spare parts as specified in the documentation.
• Refurbishment and repair of damaged blowers and their components, including machining, balancing, coating, and assembly.
• Provision of associated services such as assessment, testing, and quality control documentation.
• Delivery of spares and refurbished blowers to Medupi's main store, with all required certificates and data books.
• Inclusion of miscellaneous spares not explicitly listed, based on pricing and requirements.
• Adherence to packaging, handling, and transportation requirements to prevent damage during delivery.

Technical Requirements

The technical requirements encompass:

• Manufacture and refurbishment of blowers to meet original specifications, including design, materials, and manufacturing processes.
• Use of only original OEM rotors, shafts, and gears for repairs.
• Machining, balancing, coating, and testing of components such as rotors, shafts, bearings, and housings.
• Preparation of comprehensive Data Books containing quality control plans, certificates, test reports, and non-destructive testing documentation.
• Delivery of blowers and spares with all necessary documentation before acceptance and payment.
• Implementation of quality control points, witness and hold points, and submission of photographic or electronic evidence as required.
• Provision of warranties covering minor defects and post-installation issues for a specified period.

Skills Requirements

The contractor must possess:

• Expertise in manufacturing, refurbishing, and repairing industrial blowers, particularly of the types specified (e.g., Roots blowers, rotary lobe blowers).
• Capability to perform machining, balancing, coating, and non-destructive testing of blower components.
• Experience in quality assurance, including preparing and managing detailed Data Books and Quality Control Plans.
• Proficiency in logistics, packaging, and transportation to ensure damage-free delivery.
• Ability to assess and document blower conditions, prepare failure reports, and provide technical recommendations for lifespan extension and failure prevention.
• Compliance with relevant standards such as ISO 9001, environmental procedures, and Eskom SHEQ policies.
