Objectives

The primary objective of this tender is to procure technical training courses over a 36-month period for the Energy Management Directorate. The aim is to enhance the technical skills and competencies of the Directorate’s personnel through a range of specialized courses, ensuring they meet required standards and improve operational efficiency.

Scope

The scope encompasses the provision of various technical training courses, including but not limited to forklift operation, mobile elevating work platforms, crane operation, scaffolding, fall arrest techniques, tree cutting, and other specialized skills relevant to energy management and safety. The courses are to be delivered at specified venues, including the eThekwini Electricity Training Centre or alternative locations within the municipal boundaries, with training sessions scheduled as per the requirements detailed in the tender documents.

The training includes theoretical instruction, practical demonstrations, issuance of certificates, and adherence to relevant standards and unit standards specified in the tender.

Technical Requirements

• Provision of training sessions for specified courses, with maximum 8 trainees per session.
• Courses must comply with relevant SAQA unit standards and be delivered by qualified facilitators with appropriate accreditation (ETDP SETA, TETA, CETA, or AgriSETA).
• Training venues must be equipped with necessary facilities, including whiteboards, projectors, and practical demonstration kits, with provisions for tea, water, and optional catering if conducted at alternative venues.
• Certificates issued must contain specific details such as full names, standard reference numbers, and validity periods where applicable.
• Pricing must be per session, inclusive of all costs except those explicitly excluded (e.g., whiteboards, projectors at the venue).
• Delivery timelines for each training session are to be specified, with a maximum of two weeks from order receipt.
• All training must meet safety, health, and environmental standards, including compliance with the Occupational Health and Safety Act.

Skills Requirements

• Facilitators and assessors must be accredited and possess a minimum of three years’ experience in delivering the specific unit standards.
• Facilitators must have relevant qualifications and submit proof of accreditation, CVs, and registration certificates.
• The bidder must demonstrate capability to deliver practical and theoretical training aligned with the specified standards.
• Bidders should provide detailed course content, certificates, and evidence of previous similar training conducted.
• Ability to conduct training at designated venues within the municipality, with flexibility for alternative locations.
• Provision of feedback questionnaires for learners, with the capacity to substitute presenters if feedback is poor.
