Objectives

The primary objective of this tender is to secure the provision of industrial specialized cleaning services at the coal plant of Lethabo Power Station over a period of five (5) years. The aim is to ensure effective, safe, and compliant cleaning operations that support the plant’s operational efficiency, safety standards, and environmental requirements. Additionally, the tender seeks to promote transformation, local content development, skills enhancement, and adherence to Eskom’s procurement and socio-economic policies.

Scope

The scope encompasses:

• Provision of specialized industrial cleaning services in the coal plant at Lethabo Power Station.
• Subcontracting and outsourcing of certain scope elements, including local and designated group suppliers.
• Skills development initiatives targeting unemployed candidates across South Africa, aligned with Eskom’s transformation and socio-economic goals.
• Compliance with local content, import content, and B-BBEE requirements.
• Adherence to contractual, safety, quality, and environmental standards as specified in the tender documents.
• Management of contract participation goals, reporting, and monitoring obligations.

The scope also includes submitting detailed proposals on subcontracting, skills development, local content, and compliance with applicable regulations.

Technical Requirements

The technical requirements for the tender include:

• Demonstration of technical capability and experience in industrial cleaning, particularly in coal plant environments.
• Minimum technical scoring threshold of 80% based on predefined evaluation criteria.
• Provision of detailed technical proposals, including methodology, safety measures, quality assurance, and environmental management plans.
• Submission of relevant certifications, licenses, and proof of compliance with SHEQ (Safety, Health, Environment, and Quality) standards.
• Completion of mandatory annexures, including declarations of local content, imported content, integrity, and contractual compliance.
• Provision of performance security, financial stability evidence, and detailed project execution plans.
• Adherence to Eskom’s contractual conditions, including dispute resolution, price adjustment mechanisms, and performance security.
• Submission of detailed subcontracting plans, skills development proposals, and local procurement content commitments.
• Compliance with procurement, employment equity, and transformation policies, including B-BBEE levels and local content thresholds.

All technical submissions must meet the stipulated deadlines, be in the specified formats, and demonstrate the bidder’s ability to deliver the scope efficiently, safely, and in line with Eskom’s standards.
