Objectives

The primary objective is to establish a panel of accredited external training providers capable of delivering compulsory governance, compliance, technical, and non-technical statutory training for Logistics Services operations. The contract aims to enhance workforce competency, ensure regulatory compliance, and support operational readiness through a flexible, demand-driven training model aligned with a predefined training matrix.

Scope

The five-year agreement covers training interventions executed on an “as-and-when required” basis, with no guaranteed minimum volumes. Work allocation prioritizes internal training capabilities; external providers are engaged only when internal accreditation is unavailable. Successful subcontractors will be assigned to either a Northern or Southern regional portfolio covering all nine South African provinces. Training venues are client-prescribed and subject to change. All allocations are governed by supplier credibility, historical service delivery, legislative compliance, and course-specific accreditation. The client retains discretion to allocate transport resources based on operational demand and contract limitations.

Technical Requirements

• Accreditation & Compliance: Providers must hold valid accreditation for each requested course, aligned with South African Qualifications Authority (SAQA) unit standards and National Qualifications Framework (NQF) levels.
• Curriculum Coverage: Deliverables span hazardous materials handling, heavy machinery operation, occupational health and safety, quality management systems (ISO 9001/45001), legal and contractual compliance, digital literacy (Microsoft Office, Power BI), and specialized logistics/rail operations.
• Delivery Modalities: Training must accommodate classroom instruction, online/blended learning, practical on-the-job mentorship, and formal certification assessments.
• Logistics & Administration: Suppliers must coordinate travel, accommodation, and venue logistics per client directives. Comprehensive record-keeping, progress tracking, and compliance reporting are mandatory.

Skills Requirements

Subcontractors must employ certified instructors qualified to deliver both technical and soft-skill training, with demonstrated experience in logistics, rail, heavy equipment, and workplace safety environments. Providers must exhibit robust administrative capacity for ad-hoc scheduling, multi-provincial deployment coordination, and SAQA-aligned curriculum design. Expertise in risk assessment, regulatory adherence (OHS Act, environmental laws, transport regulations), and integrated training matrix management is essential. Additionally, suppliers must demonstrate strong project coordination skills to manage fluctuating demand without fixed volume commitments while maintaining consistent service quality and compliance standards.

• Live Works (3kV DC OHTE): Specialized electrical safety training for personnel working on energized overhead railway infrastructure, requiring strict hazard control protocols and clearance procedures.
• Telelogger Awareness: Hardware and software integration training involving ruggedized data loggers for machinery and biological monitoring, including installation, calibration, and cloud-based data management.
• RORO Truck Training: Maritime-compliant instruction for roll-on/roll-off vessel operations, emphasizing cargo securing, ramp safety, and emergency response under international maritime standards.
• HBA Overview: Hazardous Biological Agents compliance training covering pathogen risk assessment, containment, decontamination, and medical surveillance per updated national regulations.
