Objectives

The primary objective of this tender is to appoint a pool of accredited Training Providers or HRD Consultants to deliver training interventions in the field of Information and Communication Technology (ICT) for a period of three (3) years. The aim is to implement the Municipal Workplace Skills Plan (WSP) by providing relevant ICT training, ensuring learners are competent, and supporting skills development aligned with national and local development strategies.

Scope

The scope of work includes:

• Appointment of accredited Training Providers / HRD Consultants to deliver ICT training interventions as listed in the project scope.
• Provision of training services that meet accreditation standards, with capacity to bill after service delivery.
• Monitoring and reporting on training progress, including issuing certificates of competence, submitting close-out reports, attendance registers, and assessment forms.
• Ensuring high-quality training, providing training venues and catering, and complying with the Service Level Agreement (SLA).
• Registration of learners on relevant unit standards, issuing certificates, and maintaining training quality.

Technical Requirements

The technical requirements for the tender include:

• Accreditation: Bidders must be accredited with the relevant Sector Education and Training Authority (SETA) for ICT training interventions.
• Capacity: Bidders should demonstrate capacity to deliver the specified training interventions and bill after service completion.
• Qualification and Experience of Facilitators:
  • Subject matter experts with relevant qualifications above the training intervention.
  • Facilitator/Assessor/Moderator certificates (e.g., ODETDP).
  • Minimum of three (3) years relevant facilitation experience in the public sector or local government.
• Monitoring and Reporting: Submission of learner competency certificates, attendance registers, assessment forms, and close-out reports.
• Venue and Catering: Provision of suitable training venues and catering services for attendees.
• Pricing: Clear pricing for training per learner, including assessments, moderation, learning materials, venue, and catering, with VAT indicated where applicable.
• Compliance: Adherence to the Service Level Agreement, occupational health and safety standards, and other relevant legislative requirements.

All bidders must meet the minimum functionality score of 70% (70 points out of 100) during evaluation to proceed to the price and preference evaluation stages.
