Objectives of the Tender

The primary objective of this tender is to appoint a pool of accredited Training Providers or HRD Consultants to deliver technical skills training interventions over a three-year period. The focus is on implementing the Municipal Workplace Skills Plan (WSP) by providing relevant, accredited training to municipal employees, thereby enhancing their skills and capacity in the field of Technical Skills.

Scope of the Tender

The scope encompasses:

• Recruitment and appointment of accredited training providers or institutions of higher learning capable of delivering the specified technical training interventions.
• Provision of training in various technical units as listed in the project scope, including but not limited to high voltage systems, working at heights, construction management, and other relevant standards.
• Monitoring and reporting on training progress, including issuing certificates of competence, submitting attendance registers, and final close-out reports.
• Ensuring training quality, venue provision, catering, and compliance with the Service Level Agreement (SLA).
• Billing only after services are rendered and certificates issued.

Technical Requirements

The technical requirements for bidders include:

• Accreditation with the relevant Sector Education and Training Authority (SETA).
• Capacity to deliver training interventions aligned with the specified Unit Standards and NQF levels.
• Provision of qualified facilitators, assessors, and moderators with relevant experience and certifications (e.g., OETDP).
• Submission of a comprehensive project plan detailing implementation methodology, training methods, timelines, and assessment strategies.
• Provision of training venues and catering services for attendees.
• Ability to monitor learner progress, issue certificates, and submit reports and attendance registers.
• Demonstration of value for money and adherence to quality standards.
