Objectives

The primary objective of this tender is to appoint a Training Service Provider to deliver comprehensive training related to general road maintenance. The aim is to build capacity, enhance skills, and promote sustainable practices within the road maintenance sector over a period of three years. The project also seeks to foster local economic development by supporting small and medium enterprises (SMEs) and encouraging innovation in infrastructure maintenance and management.

Scope

The scope of the tender includes:

• Provision of management training focused on leadership, team management, and strategic planning.
• Delivery of technical training on general road maintenance techniques and practices.
• Implementation of basic life support and first aid training.
• Training on maintenance and care of engineering hand tools.
• Support for local entrepreneurs involved in recycling, water purification, waste management, and related sectors.
• Facilitation of partnerships with local SMMEs and international entities to promote knowledge transfer and sustainable development.

The training services should be aligned with national standards and local needs, and delivered over the three-year period as specified in the tender.

Technical Requirements

The technical requirements for the tender include:

• Provision of accredited training programs that meet SAQA, QCTO, SETA, and other relevant standards.
• Development of training materials tailored to the local context and sector needs.
• Use of qualified trainers with proven experience in road maintenance and related fields.
• Implementation of monitoring and evaluation mechanisms to assess training effectiveness.
• Adherence to safety and health regulations during training sessions, including first aid and life support.

• Strong monitoring and evaluation skills to measure training impact and ensure continuous improvement.
• Proven track record of working with government entities, SETA, QCTO, and SAQA accreditation bodies.
• Capacity to foster local partnerships and support community-based economic development initiatives.
