Objectives

The primary objective of this tender is to secure a provider capable of maintaining UASOC drones and supporting related medical and operational requirements. This includes drone maintenance, insurance, examinations, training, and providing a comprehensive software solution for managing drone operations and personnel.

Scope

The scope of services required encompasses:

• Provision and maintenance of 2 DJI M350 RTK drones (one previously registered, the other not).
• Third-party liability insurance coverage.
• Conducting AVSEC examinations as needed.
• Performing criminal checks and police clearances.
• Renewing flight medicals.
• Providing Remote Pilot Certificate (RPC) refresher courses and skills testing.
• Delivering pilot training and examinations for UASOC operations.
• Drone servicing every six months in accordance with SACAA and DJI requirements.
• Assigning a pilot for UASOC operations.
• Supplying a secure, web-based and mobile-compatible software solution with specific operational capabilities, including aircraft management, mapping, personnel management, flight operations documentation, automated notifications, flight planning, risk assessment, and emergency planning.

Technical Requirements

The tender requires a software solution with the following features:

• Aircraft database management, including Fly-Away Zones, expiry dates, flight hours, aircraft hours, and battery cycle tracking.
• Integrated Google Earth mapping with current AIRAC airspace data.
• Personnel database management.
• Digitised Flight Operations Manual (FOM) and document attachment portal.
• Customisable checklists and report generation capabilities.
• Automated NOTAM and weather data retrieval.
• Flight planning, flight logging, and automated ICAO risk assessment.
• Display of current and forecasted KP index.
• Automated Emergency Response Plan (ERP) generation.

The awarded bidder may need to demonstrate the software's functionality upon request.

Skills Requirements

The tender requires providers to possess:

• Expertise in drone maintenance and servicing, specifically for DJI M350 RTK models.
• Experience in providing third-party liability insurance solutions.
• Capability to conduct AVSEC examinations, criminal checks, and medical renewals.
• Qualified personnel for pilot training, skills testing, and certification renewal.
• Proficiency in developing or supplying comprehensive drone operation management software.
• Ability to demonstrate software functionality and ensure compatibility across web, Android, and iOS platforms.
