Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to deliver Value-Added Tax (VAT) training to PPECB employees responsible for finance, accounts payable, accounts receivable, taxation, and compliance functions.

Scope

The training program must cover, at a minimum, VAT-related topics relevant to the participants' roles. The provider is expected to deliver comprehensive training that includes:

• VAT principles and regulations
• Tax compliance requirements
• Practical application of VAT in PPECB operations
• Assessment and certification of participants

The training can be delivered online via MS Teams, and the provider must demonstrate the ability to provide the training effectively in this format.

Technical Requirements

• Accreditation: The provider must hold QCTO accreditation and relevant certificates of completion.
• Availability: The provider must confirm availability to deliver online training via MS Teams.
• Recognition: Registration with recognized controlling bodies such as CIMA, CGISA, FPI, IAC, SAICA, SAIPA, SAIT, ACCA, CIBA, LPC, or equivalent.
• Training Content: The proposal must include detailed course content, methodology, and relevant training materials that meet the scope requirements.
• Facilitator Qualifications: CVs, experience, and qualifications of facilitators must be provided, demonstrating expertise in finance, strategic management, or related fields.
• Assessment: Participants must complete a competency assessment with a minimum pass mark of 75%, with one reattempt allowed.

Skills Requirements

• Proven experience in delivering VAT training, preferably in a corporate or government setting.
• Ability to develop and deliver engaging online training sessions using MS Teams.
• Strong facilitation and communication skills to ensure participant understanding and engagement.
• Experience in assessing participant competency and providing certification.
• Knowledge of South African VAT regulations and compliance standards.
