Objectives

The primary objective of this tender is to secure a service provider for the provision of vehicle finance lease services for a period of 36 months. The aim is to facilitate vehicle leasing arrangements that meet the municipality's operational needs over the specified period.

Scope

The scope of the tender includes:

• Provision of vehicle finance lease services for a duration of 36 months.
• Submission of detailed quotations, including escalation rates if applicable.
• Compliance with all specified documentation and registration requirements.
• Adherence to evaluation criteria based on functionality and the 80/20 preferential points system.

Technical Requirements

Technical requirements for bidders include:

• Submission of a detailed quotation (VAT inclusive if applicable), including escalation rates.
• Proof of registration with the Central Supplier Database (CSD).
• Proof of payment of municipal rates and taxes not in arrears for more than 90 days or a lease agreement if not owning office space.
• Company registration documents (CK, founding statements, ID copies of directors).
• Proof of VAT registration.
• Authority of signatories.
• Company profile and certified ID copies of directors/shareholders (not older than three months).
• Letter of Good Standing with the Compensation Fund (COID).
• Proof of registration with the Financial Sector Conduct Authority (FSCA).
• Proof of registration with the National Credit Regulator.
• Three years of audited financial statements if legally required.

Skills Requirements

Skills and qualifications required from bidders include:

• Demonstrated capacity to provide vehicle leasing services.
• Compliance with all legal and regulatory registration requirements.
• Ability to meet the technical documentation standards specified in the bid.
• Experience in managing vehicle lease agreements and related financial services.
• Verification of specific goals such as employment of people living with disabilities, ownership by African women, and companies owned by African youth, as applicable.
