Objectives

The primary objective of this tender is to procure security services for the Umhlabuyalingana Local Municipality, including VIP security services for a period of 36 months. The aim is to ensure the safety and security of municipal assets, personnel, and VIP individuals within specified areas, adhering to the required standards and regulations.

Scope

The scope of the tender encompasses:

• Provision of VIP security services, including armed VIP security officers (22 personnel), for the municipality's designated areas.
• Provision of general security services across specified regions, including Manguzi, Skhemelele, Mbazwana, and Mseleni.
• Provision of relievers and management of security personnel based on annual threat assessments.
• Provision of necessary security equipment and adherence to specified security standards.
• Contract duration of 36 months, with provisions for management, monitoring, and compliance.

Technical Requirements

The technical requirements include:

• Provision of 22 armed VIP security officers with PSIRA Grade D certification.
• Provision of security equipment such as batons, handcuffs, whistles, torches, radios, firearms, and related accessories.
• Proof of compliance with municipal rates clearance, CSD registration, and sector-specific certifications (e.g., PSIRA, Firearm Licenses, Safety Officer registration).
• Provision of security officers with valid firearm competencies, training certificates, and security clearance.
• Implementation of management and monitoring systems, including clearance for personnel and adherence to legislation.
• Provision of insurance cover, communication systems (ICASA license), and other operational requirements.
• Adherence to quality standards, including inspection, testing, and compliance with specifications.

Skills Requirements

The skills and qualifications required for bidders include:

• Registered security officers with PSIRA Grade D certification; security supervisors with PSIRA Grade C or higher.
• Qualified safety officers with SHE registration and valid SMTRAC training certificates.
• Personnel with valid firearm competencies and licenses issued by SAPS.
• Experience in providing similar security services, with at least three completed projects in the past five years, supported by appointment and reference letters.
• Ability to provide on-site supervision, management, and monitoring of security personnel.
• Capability to supply and manage security equipment and respond to annual threat assessments.
• Demonstrated capacity to uplift local businesses and promote local economic development.
