Objectives

The primary objective of this tender is to secure an alternative waste disposal site for the eThekwini Municipality's municipal solid waste, especially until the new Western Waste Management Facility at Shongweni becomes operational. The Waste Management Directorate aims to protect community health, prevent pollution, and ensure environmental compliance by providing a cost-effective, sustainable waste disposal service through a licensed private operator.

Scope

The scope involves engaging a professional waste disposal service provider to accept, process, and dispose of municipal waste at their licensed facility. The service includes:

• Receiving and safely processing the city’s general solid waste.
• Maintaining safe access for waste collection trucks, including heavy and light vehicles.
• Providing monthly verification certificates and accurate transaction records based on a rate per ton.
• Ensuring operational safety, compliance with legislation, and cooperation with municipal departments.
• Providing a work program, coordinating logistics, and participating in management meetings.

The service is expected to operate seven days a week, including public holidays, and handle waste from various collection points, including self-offloading and community-based trucks.

Technical Requirements

• The facility must be licensed for waste disposal and compliant with all relevant environmental and safety legislation.
• Provision of safe access for waste trucks, including handling peak periods and adverse weather conditions.
• Use of weighbridge facilities with verified calibration certificates, in line with the Trade Metrology Act.
• Accurate monthly reporting of waste transactions, verification certificates, and compliance with environmental standards.
• Attendance at scheduled management and progress meetings, with documentation of discussions and decisions.
• Adherence to legislation such as the National Environmental Waste Management Act, Water Act, and other relevant standards.
• Implementation of safety protocols to prevent hazards during waste reception and processing.

Skills Requirements

• Proven experience in solid waste management and licensed waste disposal operations.
• Qualified personnel with appropriate training in waste handling, safety, and environmental compliance.
• Capacity to operate and maintain weighbridge facilities and reporting systems.
• Ability to coordinate with municipal departments, contractors, and community stakeholders.
• Strong project planning skills, including developing work programs and scheduling activities.
• Effective communication skills for meetings, reporting, and stakeholder engagement.
• Knowledge of relevant legislation, environmental standards, and safety protocols.
