Objectives

The primary objective of this tender is to engage capable service providers for the provision of water supply trucks (water carting) and honey sucker services (sewer de-sludging) to various health facilities across the Eastern Cape Province on an ad hoc basis. The services are required to support health infrastructure by ensuring water delivery and sewer de-sludging over a period of three years (36 months).

Scope

The scope includes:

• Provision of water carting services, including transportation of portable water from registered sources to health facilities such as clinics, CHCs, and hospitals.
• Provision of sewer de-sludging services using honey suckers, including removal of septic tank sludge and transportation to registered sewer treatment plants.
• Services are to be rendered as and when instructed by departmental officials, based on issued job cards and purchase orders.
• Services must comply with relevant South African regulations and standards, including ownership proof, lease agreements if applicable, and proof of registration.
• Reimbursement will be based on actual loads delivered, with specific conditions on reimbursable kilometers.

Technical Requirements

The technical specifications include:

• Ownership or lease agreement for water trucks and honey suckers, with proof of ownership or leasing arrangements.
• Proof of business address, registration on the National Treasury Central Supplier Database, and valid Letter of Good Standing (COIDA).
• Water trucks and honey suckers must be registered and compliant with South African standards, free of leaks, and suitable for transporting potable water and septic sludge.
• Vehicles must be disinfected and maintained to prevent environmental contamination.
• Requisite documentation such as registration certificates, proof of ownership, lease agreements, and registration on CSD must be submitted.
• Pricing schedules must be completed, including rates per litre and per kilometer for water and sewer services.
• Service providers must submit weekly progress reports and adhere to specified delivery and service standards.

Skills Requirements

The successful service providers should possess:

• Operational capacity to respond promptly to service requests across various districts within the Eastern Cape.
• Technical competence in operating and maintaining water trucks and honey suckers according to health and safety standards.
• Ability to provide proof of ownership or lease agreements for equipment.
• Experience in managing logistics for water and sewer de-sludging services, including adherence to environmental regulations.
• Capacity to prepare and submit weekly progress reports and comply with administrative and contractual obligations.
• Knowledge of relevant South African legislation, standards, and regulations governing water supply and sewerage services.
