Objectives

The primary objective of this tender is to secure a service provider for the provision of wet refuse collection services across specified suburbs within the City of Cape Town's Area North. The service aims to ensure efficient, reliable, and compliant waste collection from residential and non-residential properties, including ad-hoc green waste removal, with a focus on maintaining service standards, safety, and environmental compliance over a contract period of five years.

Scope

The scope encompasses:

• Provision of wet refuse collection services in two designated areas:
  • North 1: Camps Bay, Bantry Bay, Clifton, Bakoven, Hout Bay, Llandudno
  • North 2: Parklands North, Blouberg, Sunningdale, Duynefontein, Melkbosstrand
• Deployment of refuse compactors with specified capacities and age limits.
• Design and implementation of collection routes and schedules, including redesigns subject to approval.
• Provision of personnel, vehicles, and equipment compliant with safety and operational standards.
• Handling of waste disposal at licensed facilities, with proof of disposal provided monthly.
• Adherence to operational, safety, and environmental regulations, including security and safety escorts in volatile areas.
• Management of service quality, complaints, and reporting as per contractual and legislative requirements.

Technical Requirements

The technical scope includes:

• Use of purpose-built refuse compactors with a minimum capacity of 19m³, not older than four years at the time of tender closure.
• Minimum daily vehicle requirements:
  • Area North 1: 3 refuse compactors + 1 spare
  • Area North 2: 5 refuse compactors + 1 spare
• Vehicles must be owned or leased with valid documentation, including lease agreements or proof of ownership, and must be available at least 30 days before contract commencement.
• Vehicles must be maintained in a fully roadworthy condition, with a 25% spare capacity.
• Personnel must be qualified:
  • Operations Manager: Minimum NQF Level 6 qualification, experience in waste management.
  • Supervisor: Minimum Grade 12, supervisory experience in waste removal.
• Personnel must be equipped with uniforms and protective clothing, and operate within safety and health regulations.
• Use of licensed disposal facilities, with proof of disposal submitted monthly.
• Implementation of route schedules, contingency plans, and adherence to specified operating hours.
• Provision of security escorts in high-risk areas, with proof of registration and permits.

Skills Requirements

The tenderer must demonstrate:

• Experience in waste management, specifically in door-to-door refuse collection services, supported by reference letters and contract history within the last five years.
• Qualified key personnel:
  • Operations Manager: Proven leadership in managing waste collection operations, fleet logistics, and staff management.
  • Supervisor: Experience in supervising waste removal teams, ensuring safety, performance, and compliance.
• Capacity to operate and maintain specialized refuse collection vehicles, including leasing or ownership documentation.
• Compliance with minimum wage rates, occupational health and safety standards, and waste management accreditation.
• Ability to redesign collection routes, implement contingency plans, and manage security in volatile areas.
• Proven track record of delivering services within legislative and contractual frameworks, with a focus on safety, efficiency, and environmental responsibility.
