Objectives

The primary objective of this tender is to procure comprehensive material testing laboratory services to support in-house construction activities over a period of thirty-six (36) months. The services aim to ensure quality assurance and compliance of various construction materials, including soils, aggregates, bituminous materials, cementitious substances, and concrete, by conducting specified tests in accordance with South African standards and SANAS accreditation requirements.

Scope

The scope encompasses:

• Testing of all relevant construction materials such as soils, gravels, aggregates, bituminous, and cementitious materials.
• Provision of testing services upon formal requests from site projects, with a response time within two (2) working days.
• Compliance with standards outlined in the SANS 3000 series and SANAS accreditation (ISO/IEC 17025).
• Testing services to include, but not limited to, density, moisture content, sieve analysis, Atterberg limits, CBR, apparent and bulk density, UCS, pH, durability tests, bitumen content, and asphalt void content.
• Development and support of laboratory management systems, mentoring, and miscellaneous equipment support.
• Testing to be conducted at designated supply centers/depots with specified geographic coverage.

Technical Requirements

The technical requirements specify that:

• All testing must conform to the latest South African National Standards (SANS 3000 series).
• Laboratories must be SANAS accredited to ISO/IEC 17025 standards.
• Testing response times must be within two (2) working days from request receipt.
• Testing rates must be submitted for each item, with all columns completed for evaluation.
• Suppliers must provide a map indicating their supply centers/depots and their geographic radius.
• Samples can be requested for duplicate testing, with costs borne by the supplier.
• All services must be supported by proper documentation, including certificates of accreditation and proof of compliance.

Skills Requirements

The skills and qualifications required for bidders include:

• Qualified personnel with expertise in geotechnical, materials, and pavement testing.
• Staff must be capable of conducting a wide range of tests as specified, including density, moisture content, sieve analysis, Atterberg limits, CBR, UCS, pH, durability, bitumen content, and asphalt void content.
• Experience in managing laboratory systems compliant with SANAS accreditation standards.
• Ability to respond promptly to testing requests and provide accurate, certified test reports.
• Technical support staff capable of assisting with laboratory system development and mentoring.
