Objectives

The primary objective of this tender is to appoint a qualified service provider for the supply and delivery of blood alcohol kits to the Alfred Duma Local Municipality. The contract aims to ensure the municipality has a reliable source of forensic blood alcohol testing kits for a period of three years, supporting law enforcement and forensic analysis related to suspected drunken driving cases.

Scope

The scope includes:

• Provision of ante-mortem blood alcohol kits conforming to specified forensic chemistry standards.
• Supply of kits with unique bar-coded serial numbers for tracking.
• Delivery of kits within specified timeframes after order placement.
• Support for kit validation, storage, and disposal instructions.
• Provision of technical support, after-sales service, and documentation throughout the contract period.

Technical Requirements

The technical specifications for the blood alcohol kits include:

• Manufacture by an accredited service provider with ISO and SANAS standards compliance.
• Use of tamper-evident, sealed, and lightweight containers capable of environmental control.
• Inclusion of a 10ml glass vacutainer test-tube with anti-clotting agents (sodium fluoride preservative).
• Seals with unique serial numbers, barcode labels, and matching pre- and post-sampling identifiers.
• Labels with detailed sampling information, including SAPS station, date, time, signatures, and barcode.
• Clear instructions for sampling, sealing, disposal, and handling included in the kit.
• Expiry date of at least 24 months from the date of delivery.
• Delivery of samples for evaluation prior to full supply.
• Support for traceability, validation, and compliance with forensic standards.

Skills and Qualification Requirements

The bidder must demonstrate:

• Experience in supplying forensic blood sampling kits or similar forensic laboratory equipment.
• Proven capability to manufacture or supply kits that meet ISO, SANAS, and national forensic standards.
• Long-standing relationship with the original equipment manufacturer (OEM) or OEM authorized support.
• Ability to provide technical support, after-sales service, and documentation for the duration of the contract.
• Compliance with health and safety standards, including biohazard safety and sterility in manufacturing processes.
• Capacity to deliver samples for evaluation and maintain stock levels for timely delivery.
• Knowledge of legal and forensic requirements related to blood sampling and chain of custody procedures.
