Objectives

The primary objective of this tender is to establish an enabling agreement for the purchase and removal of scrap ferrous metals, including steel, sub-grade materials, CT's, VT's, steel cages, porcelain, rubber, reclosers/breakers, insulators, isolators, and line hardware, at Lethabo Power Station. The contract aims to facilitate the collection and disposal of these scrap materials on an “as and when” required basis over a period of 24 months.

Scope

The scope of work encompasses:

• Procurement and removal of specified ferrous scrap materials from Lethabo Power Station.
• Weighing of vehicles before loading and after collection, with weighbridge certificates verified by Eskom representatives.
• Collection activities to occur daily, including weekends, during outages, under supervision of Eskom site personnel.
• Compliance with safety, environmental, and operational procedures, including obtaining necessary permits and permits for equipment and personnel.
• Proper handling of scrap with attention to safety, spill management, and environmental considerations.
• Payment based on actual weight of scrap collected, verified via weighbridge certificates.

Technical Requirements

The technical requirements include:

• Vehicle weighing certificates authorized by Eskom.
• All trucks must have valid permits, be roadworthy, and drivers must possess valid induction permits.
• Use of green color-coded skips at strategic locations.
• Equipment used for cutting or dismantling must be declared and permitted on site.
• Adherence to safety protocols, including safety files, work permits, and environmental management.
• Collection during outages, with daily operations including weekends.
• Proper handling of oil and hazardous materials, with spill management and site rehabilitation as needed.

Skills and Competency Requirements

The tenderer must demonstrate:

• Technical capability and experience in handling scrap metal collection and processing.
• Ability to manage project quantities efficiently and effectively.
• Compliance with safety, health, and environmental standards, including the Second-Hand Goods Act.
• Operational capacity to perform daily collection activities, including during outages and weekends.
• Proper documentation and certification, including VAT, tax compliance, safety files, and environmental management plans.
• Proven track record in safe and compliant scrap metal handling and disposal.
