Objectives

The primary objective of this tender is to facilitate the purchase, collection, and removal of a scrap ABB Powertech 100 MVAr reactor (serial number 29331) without oil, located at Hydra Substation, De Aar. Eskom aims to dispose of the equipment efficiently while ensuring safety, environmental compliance, and site cleanliness.

Scope

The scope includes:

• Inspection and viewing of the equipment (non-compulsory site inspection scheduled for 15 April 2026).
• Submission of offers for the purchase, collection, and removal of the specified reactor.
• Ensuring the site is left clean after removal.
• Handling any remaining oil in the equipment, which becomes the contractor’s responsibility.
• Adherence to safety, environmental, and health regulations during removal.
• Notification to Eskom upon completion for sign-off.

Technical Requirements

The technical requirements include:

• Demonstration of technical capability to perform the work, including approach and methodology.
• Compliance with safety standards and development of a health and safety plan.
• Adherence to environmental management and waste disposal regulations, including submission of environmental policies and audit reports.
• Provision of relevant licenses and certificates, such as Second Hand Goods Act certificate, SAPS license for scrap dealers, and CSD registration.
• Assessment of the scrap dealer’s documentation, safety policies, environmental policies, and operational facilities.
• Site-specific safety and environmental compliance, including spill management and waste collection.

Skills Requirements

The tenderer must possess:

• Proven technical expertise in dismantling and removing electrical equipment.
• Experience in handling hazardous materials and oil spills, with appropriate safety measures.
• Capability to manage environmental and safety regulations effectively.
• Operational capacity to process scrap materials in compliance with relevant legislation.
• Financial stability and compliance with tax and legal requirements, including VAT registration and tax clearance.
• Ability to provide necessary documentation such as environmental policies, safety plans, and relevant licenses.
