Objectives

The primary objective of this tender is to appoint a suitable, flexible, and efficient Service Provider to deliver Human Resource support services across various HR functions for Lepelle Northern Water (LNW) over a period of six months. The appointed provider will support all HR aspects, including recruitment, performance management, and ad-hoc HR support, with the goal of reducing recruitment turnaround times and enhancing organizational capacity.

Scope

The scope of work includes:

• Providing HR support functions across departments as needed.
• Conducting job grading or sourcing third-party services for job grading of new positions.
• Vetting new employees through third-party vetting agencies.
• Preparing reports for departmental recommendations and executive approvals on recruitment processes.
• Offering management support and handling ad-hoc recruitment-related duties, such as internal transfers.
• Generating monthly/quarterly reports on progress and strategic plans to address backlogs.
• Facilitating performance goal setting within departments.
• Arranging committee meetings to discuss performance ratings and payments.
• Supporting other performance management activities as required.

Technical Requirements

The service provider must:

• Deploy qualified and experienced personnel across various HR levels as needed.
• Ensure all personnel bring their own working tools compatible with LNW systems such as SAP, Sage VIP, SharePoint, and Docureware.
• Provide a detailed CV for each deployed resource, including the HR Manager, Senior HR Officer, and Intermediate HR Officer, indicating their years of experience.
• Have the capacity to support HR functions effectively within the specified period.

Skills Requirements

The skills and qualifications required include:

• Management skills with the ability to lead and monitor project performance.
• Expertise in Human Resources, including generalist HR functions, industrial psychology, and business administration.
• Experience in HR support services, recruitment, job grading, vetting, and performance management.
• Ability to provide ad-hoc HR support and manage multiple HR functions efficiently.
• Proficiency in using HR systems such as SAP, Sage VIP, SharePoint, and Docureware.
