Objectives

The primary objective of this tender is to conduct the Quality of Life Survey 2025/26 involving 1200 household interviews within the eThekwini Municipal Area. The survey aims to generate a three-year trend report (2021-22, 2023-24, 2025-26) on quality of life indicators, providing data for policy analysis and planning. Additionally, the project includes data collection, analysis, reporting, and presentation of findings, including an infographic animation of the survey results.

Scope

The scope encompasses:

• Review and improve the existing questionnaire.
• Design and implement household surveys using automated data collection tools (e.g., CAPI).
• Develop a database for data capture, validation, and analysis (preferably in SPSS format).
• Conduct household interviews across urban, rural, formal, and informal areas, ensuring demographic representativity.
• Manage fieldwork logistics, community liaison, and training of fieldworkers.
• Validate and weight collected data based on gender, race, employment status, and housing type.
• Analyze data, produce detailed reports, and prepare a 9-minute infographic presentation of results.
• Present preliminary findings to the Municipality and submit final reports and datasets by June 2026.

Technical Requirements

The technical specifications include:

• Review and refine the questionnaire, maintaining key trend indicators.
• Conduct pilot testing and make necessary adjustments.
• Use automated data collection devices (e.g., CAPI, ArcGIS Survey123).
• Develop a database compatible with SPSS, including labels and codes.
• Implement data validation and quality control procedures.
• Apply weighting techniques based on demographic factors.
• Produce comprehensive analytical reports, including trend analysis and cross-tabulations.
• Create an infographic animation summarizing survey findings.
• Ensure project completion by 30 June 2026.

Skills and Experience Requirements

The tenderer must demonstrate:

• Qualifications and extensive experience in social or market research, particularly quantitative surveys.
• Proven track record of conducting large-scale household surveys in South Africa within the last 3 years.
• Expertise in questionnaire design, pilot testing, and methodological refinement.
• Competence in automated data collection technologies (e.g., CAPI, GIS tools).
• Ability to develop and manage databases in SPSS or compatible formats, with proper coding and labeling.
• Experience in data validation, weighting, and statistical analysis, including trend reporting.
• Capacity to produce high-quality reports and visual presentations, including infographics and animations.
• Capacity to deploy trained, community-acceptable fieldworkers and manage community liaison activities.
• Membership of recognized research associations (e.g., SAARSA, ICC/ESOMAR).
