Objectives

The primary objective of the tender is to establish a rate-based contract for maintenance and repair works to roads and stormwater infrastructure within the South Central Region of eThekwini Municipality. The contract aims to facilitate efficient, rate-driven execution of various infrastructure maintenance activities on an as-and-when-required basis over a period of 36 months, ensuring timely repairs, safety, and compliance with relevant standards and safety regulations.

Scope

The scope includes, but is not limited to:

• Maintenance and repairs of roads, sidewalks, pavements, and stormwater infrastructure.
• Construction and repair of access hardenings.
• Cleaning of stormwater catch pits, outlets, and pipes.
• Repairs on protection structures, fencing, and guardrails.
• Installation, resetting, and repair of stormwater manholes, chambers, and appurtenant drainage works.
• Road markings (retro-reflective and thermoplastic), signage, and traffic control measures.
• Construction and repair of concrete and paved surfaces, including slabs, kerbs, and brick paving.
• Vegetation control, including grass cutting, bush clearing, and tree removal.
• Stormwater infrastructure cleaning, inspection, CCTV reporting, and debris removal.
• Fencing, guardrails, and protection works.
• Earthworks, trench reinstatement, and backfilling.
• Provision of plant, labour, and safety measures for all activities.

Technical Requirements

The technical requirements encompass adherence to:

• Standard specifications such as the eThekwini Municipality’s Standard Engineering Specifications and relevant SANS standards.
• Occupational health and safety regulations, including submission of safety plans, hazard identification, risk assessments, and safety file management.
• Proper management of traffic accommodation, signage, and safety signage in line with SADC and local standards.
• Use of approved materials, equipment, and PPE as per specifications and safety regulations.
• Implementation of environmental management plans, waste management, and pollution control measures.
• Compliance with COIDA and other legal requirements for health and safety, including submission of valid certificates and permits.
• Proper planning, scheduling, and execution of works with safety, quality, and environmental considerations.

Skills and Competency Requirements

The tenderer must demonstrate the following skills and competencies:

• Proven experience in similar road and stormwater infrastructure maintenance projects within the past 10 years, with verifiable references and documentation.
• CIDB registration with a contractor grading of at least 6 or higher, with active status.
• Qualified and registered professionals including a Construction Manager, Construction Safety Officer, and Supervisors with relevant SACPCMP registration and competencies.
• Competent personnel for specialized activities such as excavation, trenching, pipe laying, concrete works, and traffic management.
• Qualified health and safety personnel, including first aiders, fire safety officers, and safety representatives.
• Ability to develop and implement comprehensive health and safety plans, hazard assessments, and emergency procedures.
• Skills in environmental management, waste disposal, and pollution control.
• Effective communication, coordination, and supervision skills to manage multiple activities and ensure compliance with safety and quality standards.

The tender aims to select capable contractors with proven experience, appropriate registration, and qualified personnel to deliver maintenance and repair services efficiently, safely, and in compliance with all relevant standards and regulations within the specified region and timeframe.
